Overview

Manage and coordinate within the health cluster or at an inter-cluster level for rapid health needs assessments and strategic planning. Ensure compliance with norms and standards, and facilitate consultative meetings.

Tasks Summary
  • Manage and coordinate rapid health needs assessments and participatory assessments.
  • Collect information from health partners on Who’s Where, since and until When, doing What (4Ws).
  • Liaise with health cluster members on the development of health sector components of humanitarian needs overview and response plans.
  • Ensure compliance with national and international norms and standards.
  • Ensure health partner involvement in assessments, planning, and interventions.
  • Identify training needs for health services delivery.
  • Ensure links among humanitarian actions and longer-term health sector plans.
  • Convene and facilitate consultative meetings.
  • Contribute to the development of information management mechanisms for the health cluster.
  • Manage the development of a common funding strategy and resource mobilization efforts.
  • Adapt prioritization criteria for vetting partners’ projects.
  • Support the adaptation and implementation of an indicators’ monitoring framework.
  • Identify core advocacy concerns for the health cluster.
  • Represent the health cluster in inter-cluster coordination mechanisms.
  • Promote identified priorities in the health sector.
  • Identify technical gaps and training needs for health cluster response.
  • Support national health system capacity-building in emergency preparedness and response.
Experience Requirements

At least seven years of relevant experience, at the national and international levels, in developing and promoting collaborative partnerships in emergency and humanitarian relief operations, including experience in managing and coordinating health programmes in chronic and acute, sudden-onset emergencies. Desirable: Relevant work experience in WHO, other UN agencies, health cluster partners, recognized humanitarian organization, relevant nongovernmental or humanitarian organizations.

Qualification Requirements

Essential: An advanced university degree (master’s level or above), in public health, medicine or international relations, social sciences or management or related field, from an accredited/recognized institute. Desirable: Postgraduate studies or specialized training in emergency management, international aid, humanitarian principles, health system recovery, and health cluster coordination.

Other Details

Languages Required: Expert knowledge of English or French.

Languages Preferred: Working knowledge of another UN official language.

Contract Duration: 12 months

Work Modality:

Remuneration: Annual base salary starting at USD 84,672 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4205 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
