Overview
Manage the financial and budgetary requirements of ARC, providing innovative resource management solutions to support strategic objectives and ensure value for money.
Tasks Summary
- Define service in line with ARC strategies and policies for efficient financial resource utilization and identify savings.
- Provide technical advice on financial policies and procedures.
- Oversee accurate financial reporting and analyses in accordance with IPSAS, including budgeting and management information reports.
- Manage trust funds and liaise with senior management, donors, and treasury on contracts and fund programming.
- Oversee facility and asset management in collaboration with WFP authorities.
- Prepare, coordinate, and manage budget-related activities.
- Provide information and advice on resource and financial management to managers and stakeholders.
- Lead the annual budget process and present to the ARC Finance and Audit Committee.
- Review budget plans and oversee project performance against budget.
- Provide expert advice on fund utilization and propose solutions to resource shortfalls/surpluses.
- Oversee and provide strategic recommendations on administrative services, human resource functions, staff benefits, and recruitment of local staff.
- Identify, recommend, and oversee changes to improve financial operations efficiency and effectiveness.
- Ensure continuous delivery of best practice financial controls and insight into ARC performance.
- Drive innovative financial solutions and develop/implement improvements to financial policies, systems, and procedures.
- Lead, motivate, and coach a team of staff and consultants.
- Contribute to preparedness actions, providing technical recommendations on risk analysis and contingency planning.
- Carry out visits to sub-offices to review operational application of policies and procedures.
Experience Requirements
- Developed and managed teams.
- Supported directors and managers on financial planning and resource management issues.
- Managed a large, complex operation, including managing both human and financial resources.
- Good knowledge of WFP administrative policies and procedures, especially in Finance and Administration.
- Experience with the WFP financial system WINGS.
- At least twelve (12) years of progressively responsible professional experience in business management related area, including financial operations, at the international level.
- Experience must include supervisory experience at a senior level.
Qualification Requirements
Advanced University degree in Finance, Business Administration, Accounting, or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.
