Overview
The National Migration Health Officer (Maternal, Neonatal and Child Health) is responsible for supporting the coordination, development, and implementation of IOM’s health programming in Mindanao, particularly in Basilan, Sulu, and Tawi-Tawi provinces, focusing on Maternal, Neonatal, and Child Health.
Tasks Summary
- Provide strategic leadership, analysis, and technical inputs on the coordination, implementation, and development of MNCH projects and activities.
- Provide direct operational, monitoring, and documentation support to MNCH projects and activities.
- Contribute to the development and implementation of effective strategies, SOPs and technical tools for MNCH initiatives.
- Provide continuous technical assistance and capacity-building support to government counterparts, CSOs, implementing partners, and community volunteers.
- Review, recommend, and advocate contextualized, culturally appropriate, and gender-sensitive MNCH approaches and policies.
- Coordinate closely with MERLA teams in identifying corrective actions and informing continuous learning and adaptation for MNCH initiatives.
- Provide technical oversight and guidance to field operations and coordination.
- Contribute to resource mobilization through technical support to concept and project paper development.
- Review and analyse MNCH statistics and data, and ensure timely submission of results-based reports and updates.
- Contribute to establishing partnership with government and non-government bodies in health sector.
- Ensure the operationalization of the Accountability to Affected Population (AAP) framework and mechanism.
- Undertake duty travels in support of the programme and perform other duties as may be assigned.
Experience Requirements
- Experience in programme support, implementation, monitoring and evaluation, and coordination of public health activities;
- Experience in the public health and/or health sciences sectors;
- Implementation of public health programmes focused on MNCH is an advantage;
- Experience in humanitarian or development operations and/or Government Social or Health Services;
- Experience in liaising with government counterparts in health sector, including DOH, MOH, and LGUs in Basilan, Sulu, and Tawi-Tawi.
Qualification Requirements
- Advanced university degree or master’s degree in medical field, nursing, international health, public health, or social sciences from an accredited academic institution; or
- Bachelor’s degree in the above fields with minimum two (2) years of relevant professional experience.
- Relevant accreditation/certification or formal training in areas related to MNCH and public health is a distinctive asset.
