Overview

This process aims to identify and contract four Senior Associates in Health, Safety, Social and Environmental (Occupational Health & Safety Engineers) to support the National Specialist in Works Management in achieving Result 2.3 within the Technical Cooperation Project UNOPS/24330.

Tasks Summary
  • Provide consultative technical support, including establishing, implementing, monitoring, and maintaining HSSE management plans and systems.
  • Support the provision of HSSE technical information and advice, and the development of HSSE strategies and actions.
  • Assist with field missions, inspections, plans, programs, corrective actions, and lessons learned.
  • Support the evaluation of practices and procedures at project facilities and construction sites to assess risk and compliance with UNOPS HSSE requirements.
  • Review contractor HSSE plans to ensure project implementation aligns with UNOPS HSSE guidelines.
  • Assist field teams in correcting deviations from HSSE requirements.
  • Support the establishment, implementation, and maintenance of the preparedness and response plan.
  • Ensure daily risk assessments are conducted at construction sites and offices.
  • Conduct inspections to verify the implementation of preventive measures, use of PPE, orderliness, cleanliness, and signage.
  • Lead the project's emergency preparedness and response plan operationally and technically.
  • Support the implementation and review of the HSSE system to ensure project operations meet HSSE requirements.
  • Support initiatives related to improving HSSE culture.
  • Continuously monitor project-related HSSE KPIs.
  • Follow up on actions to resolve non-conformities or issues identified in incident investigations, inspections, and audits.
  • Undertake actions to improve the effectiveness of critical HSSE controls.
  • Utilize trend analysis of monitoring data for HSSE performance improvement.
  • Ensure compliance with all HSSE policies, procedures, rules, and regulations.
  • Support all aspects of relevant HSSE legislation and communicate relevant changes to stakeholders.
  • Conduct risk assessments and provide support in applying HSSE preventive measures.
  • Prepare incident reports (including near misses) and compile statistical information for management.
  • Ensure the maintenance of a safe working environment.
  • Support the recording and investigation of incidents to determine causes and propose future process improvements.
  • Provide assistance in the installation, maintenance, and disposal of substances, facilities, and equipment.
  • Support environmental and social management in the project.
  • Ensure the application of PSEAH.
  • Support the implementation of the Climate Action Plan.
  • Develop and implement training programs to enhance project staff capacity.
  • Facilitate practical training for contractors.
  • Support the development and implementation of other HSSE initiatives.
Experience Requirements
  • Between 3 and 7 years of relevant experience in Occupational Health and Safety (OHS) management of construction works, if the candidate does not have specific training in the area.
  • Experience in the development and monitoring of Health and Safety Plans for construction projects, with updated technical knowledge of national OHS legislation in construction.
  • Knowledge and experience in risk identification and implementation of preventive measures on construction sites.
  • Ability to prepare site visit reports.
  • Proficiency in Google Workspace tools (Sheets, Docs, Slides, Forms, Gmail, Drive, etc.) and Microsoft Office (Word, Excel, PowerPoint, etc.).
  • Desirable: Experience in construction for indigenous and/or quilombola communities.
  • Desirable: Previous experience in the UN system or other international organizations.
Qualification Requirements
  • High school completion with a Technologist diploma in Occupational Health and Safety.
  • Registration with the relevant Professional Council – CREA-CONFEA or CAU.
  • Desirable: University academic degree (equivalent to Bachelor's degree) in civil engineering, architecture and urbanism, Occupational Health and Safety, or related fields.
  • Desirable: Postgraduate or Master's degree in Occupational Health and Safety.
