Overview

The Senior Programme Management Assistant provides administrative and programme assistance for the Kunming Biodiversity Fund (KBF) at the United Nations Environment Programme (UNEP). The role supports the Secretariat in managing human resources, budget, finance, and programme implementation.

Tasks Summary
  • Coordinates human resource activities including recruitment, performance appraisal, and payroll.
  • Oversees maintenance of vacancy announcement files and processes personnel actions.
  • Provides expert assistance in budget and work programme preparation and monitoring.
  • Prepares customized financial reports and reviews cost estimates.
  • Monitors budget implementation and expenditures, recommending fund reallocation.
  • Reviews requisitions for goods and services and monitors extra-budgetary resources.
  • Provides programme/project management and implementation assistance.
  • Drafts agreements, budget agreements, or contributions for grants.
  • Identifies and resolves diverse issues and problems.
  • Coordinates travel planning and organizes meetings and workshops.
  • Performs other related administrative duties, including vendor payments and office technology needs.
  • Assists with data collection, analysis, and preparation of presentations and reports.
  • Assists with visualizations and updating information material.
  • Assists with day-to-day administration of contracts with external contractors.
  • Audits contractors' invoices and processes payments.
  • Prepares and processes UNEP forms and permissions for staff.
Experience Requirements

A minimum of ten years of progressively responsible experience in administrative services, financial management, or related area is required. The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher. A minimum of five (5) years of experience in an administration environment supporting projects and programmes in an international organization is required. Experience in working internationally across multiple agencies is desirable. Experience in the application of staff rules and regulations within the United Nations or a similar international organization is desirable. A minimum of one (1) year or more of experience in data analytics or related area is desirable.

Qualification Requirements

Completion of High school diploma or equivalent is required.
