Overview

The Programme Management Officer will be responsible for supervising project implementation and developing new climate change mitigation projects within the United Nations Environment Programme.

Tasks Summary
  • Supervise project implementation, including monitoring progress, troubleshooting, analyzing output quality, and ensuring adherence to UNEP and GEF criteria.
  • Oversee project execution, monitor reporting, and maintain project documentation.
  • Apply adaptive management principles and prepare project supervision plans.
  • Manage project revisions, mid-term reviews, and terminal evaluations.
  • Supervise consultants and ensure coordination of project activities.
  • Conceive and develop new climate change mitigation projects and proposals.
  • Contribute to UNEP's climate change mitigation portfolio strategy.
  • Identify and develop new climate change concepts and project proposals based on country needs.
  • Liaise with internal and external partners, present concepts, and address reviews.
  • Work with the Fund Management Officer on project preparation grants and documents.
  • Maintain communication with government officials, research organizations, UN agencies, and GEF.
  • Contribute to UNEP and GEF corporate tasks, including document reviews and policy input.
  • Collect and analyze data to identify trends and provide insights for planning and decision-making.
Experience Requirements
  • A minimum of five (5) years of relevant experience in climate change mitigation (non-land use).
  • Experience in developing, implementing, and evaluating climate change mitigation (non-land use) projects financed by International donors in Latin America.
  • Experience in managing a portfolio of climate change mitigation (non-land use) projects financed by international donors in multiple Latin American countries.
  • Experience with resource mobilization through writing and securing approval of climate change mitigation (non-land-use) projects for international donors in Latin America and the Caribbean.
  • Working experience in an international and multi-cultural setting, such as the United Nations System or similar international organization is desirable.
  • Experience in working with the Global Environment Facility (GEF) is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable.
Qualification Requirements
  • An advanced university degree (Master's degree or equivalent) in Engineering, Environment, Energy, Economics, Law or related fields is required.
  • A first level university degree in combination with two additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
