Overview
The Programme Management Officer will be responsible for identifying and developing project concepts, supervising project implementation, and managing ecosystem division knowledge and data. The role also involves contributing to UNEP and Global Environment Facility corporate tasks.
Tasks Summary
- Liaises with partners to identify project concepts.
- Advises project proponents on concept revisions.
- Monitors Global Environment Facility project milestones.
- Supervises Project Preparation Grant execution.
- Verifies project proposals meet quality standards.
- Supports executing partners in mobilizing Co-financing.
- Prepares project supervision plans.
- Organizes and manages project inception meetings.
- Provides oversight to project execution and prepares reports.
- Participates in Project Steering Committees.
- Monitors project progress and performance.
- Monitors reporting by project executing partners.
- Informs management of significant risks or project problems.
- Maintains adequate project-related documentation.
- Assists with the preparation of project revisions.
- Reviews project outputs and ensures quality standards.
- Manages mandatory project mid-term reviews.
- Supports project terminal evaluations.
- Ensures prompt financial closure of projects.
- Identifies and codifies lessons from project implementation.
- Ensures accuracy and completeness of project data.
- Contributes to project data reconciliation exercises.
- Provides project information and materials for outreach.
- Participates in events to disseminate project results.
- Contributes to Council document reviews.
- Represents Ecosystem Division in meetings.
- Provides input to policy and information documents.
- Provides input to evaluations and Management Action Records.
- Keeps abreast of developments in technical field.
- Undertakes learning activities.
- Prepares annual work plan.
- Collects and analyzes data for insights and reporting.
- Performs other duties as may be required.
Experience Requirements
- A minimum of seven (7) years of progressively responsible experience in biodiversity and land degradation issues in the Latin America and the Caribbean developing countries / countries in transition is required.
- Work experience with conceptualizing and developing projects and programmes in the ecosystems and biodiversity field is required.
- Work experience working with the Global Environment Facility is desirable.
- A minimum of two (2) years or more of experience in data analytics or related area is desirable.
Qualification Requirements
- Advanced university degree (Master’s degree or equivalent) in biodiversity sciences, environmental sciences, natural resource management, natural resource policy, environmental policy, environmental economics or a closely related field is required.
- A first level university degree in combination with two (2) additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
