Overview

Extended Term Consultant (ETC) to support digital transformation efforts in Latin America and the Caribbean, focusing on digital infrastructure, digital government, and the digital economy.

Tasks Summary

• Contribute to policy dialogue on digital infrastructure and digital transformation with senior officials of client countries, regional institutions and development partner agencies.
• Contribute to project and program development—which may be a combination of investment, policy-based or technical assistance operations—supporting digital infrastructure, digital government, shared platforms, and integrated digital solutions for investments and projects, and the digital economy ecosystem.
• Provide technical expertise and inputs on a range of policy and regulatory issues to promote competition, private sector investment and innovation in the digital infrastructure.
• Contribute to business development including annual work program and budget reviews, Country Partnership Frameworks, etc.
• Contribute to core business development tasks, such as preparing project proposals, drafting project concept notes and briefs, facilitating client co-design workshops, etc.
• Contribute to operational work (knowledge products, technical assistance, lending, supervision).
• Perform economic and financial analysis (market models, business models, etc.) to inform decisions on project designs, PPP schemes, financing plans, etc. in support of digital transformation.
• Provide technical support and input to the Practice Manager and other staff in the unit as well as government clients in areas of digital solutions, including in infrastructure, health/education, social protection, and jobs.

Experience Requirements

• Minimum of 3 years of experience in ICT, data infrastructure, ICT regulation, public policies, or equivalent combination of education and experience.
• Past working experience in Multilateral Development organizations is a plus (demonstrated experience supporting policy dialogue, lending operations and delivering programs and solutions to clients).
• Experience in the climate change agenda is a plus.

Qualification Requirements

• Advanced degree in telecommunications, engineering, computer science, law, economics, or related field.
• PhD in economics is desirable but not required.
