Overview
Support the technical planning, supervision, and monitoring of livelihoods and cash-for-work projects, with a focus on construction, soil and water conservation, and nature-based solutions.
Tasks Summary
- Review and validate engineering designs, BoQs, and shop drawings.
- Ensure construction, rehabilitation, and conservation works meet technical specifications, quality standards, and OSH requirements.
- Provide on-site technical support to field teams, CfW participants, and contractors.
- Lead site operation tasks, implementation of activities, site logistic needs, and supervision.
- Ensure required CfW documentation is collected, verified, scanned, and uploaded accurately.
- Promote accountability and beneficiary awareness by providing clear information on procedures.
- Oversee field construction activities, providing coaching and technical direction to workers.
- Provide site-based briefings and awareness sessions for CfW beneficiaries.
- Ensure compliance with DRC and GIZ standards, national regulations, donor requirements, and engineering best practices.
- Prepare BoQs, technical shop drawings, and as-built drawings as requested.
- Coordinate with the procurement team and liaise with suppliers.
- Receive and inspect materials, tools, and equipment.
- Monitor warehouse stock and ensure efficient material usage.
- Lead the recruitment and onboarding of CfW workers.
- Maintain full-time presence at site during implementation.
- Monitor contractors and CfW teams for timely and quality delivery of works.
- Manage contractors’ reports, payments, and documentation.
- Support scheduling and coordination of field activities.
- Track progress, document field activities, and resolve technical issues.
- Support the preparation of work plans, procurement requests, and implementation schedules.
- Consolidate and verify field reports.
- Provide inputs to monthly and donor reports.
- Enforce site safety protocols, PPE use, and adherence to OSH standards.
- Ensure environmental safeguarding and climate-sensitive approaches.
- Promote adherence to DRC’s Code of Conduct, PSEAH policy, and accountability principles.
- Provide coaching and technical guidance to site supervisors and CfW workers.
- Provide CFW sessions and inductions.
- Participate in technical coordination meetings with stakeholders.
- Promote transparent communication and support conflict-sensitive approaches.
- Maintain all project recorders and documents archived on the DRC system.
Experience Requirements
- Minimum 4 years of professional experience as a Civil Engineer.
- Strong connection to construction management, soil and water conservation, erosion control, or WASH infrastructure.
- Experience in managing the construction of gabion structures (check dams and retaining walls) and relevant aspects.
- Demonstrated experience supervising contractors and CFW teams in INGO or donor-funded projects.
- Familiarity with national engineering standards, OSH regulations, Jordan labor law, social security regulations, and environmental safeguards.
- Proven experience in conducting technical training sessions.
Qualification Requirements
- Bachelor’s or Master’s degree in Civil Engineering, Water and Environment engineering, or related field.
- Holds a recognized occupational safety qualification, registered and approved by the Ministry of Labour. (is preferred)
