Overview

The Site Supervisor will support the planning, day-to-day supervision, and monitoring of DRC livelihoods and Cash-for-Work (CfW) interventions, with a particular focus on construction works, soil and water conservation, and nature-based solutions.

Tasks Summary
  • Assist in review and validate engineering designs, Bills of Quantities (BoQs), and shop drawings.
  • Provide day-to-day on-site technical support to Cash-for-Work (CfW) participants and contractors.
  • Lead site supervision and information management, including preparation of workers’ attendance sheets.
  • Support the issuance and activation of e-wallets for beneficiaries.
  • Ensure that all required CfW documentation is collected, verified, scanned, and uploaded.
  • Promote accountability and beneficiary awareness.
  • Deliver and/or support site-based briefings and awareness sessions for CfW beneficiaries.
  • Ensure compliance with DRC and GIZ standards, applicable national regulations, donor requirements, and engineering best practices.
  • Support the Economic Recovery Officer in overseeing field construction activities.
  • Assist in receive and verify delivery of materials, tools, and equipment at site.
  • Support the recruitment and onboarding of CfW workers.
  • Carry out any other project-related duties assigned by the Project Manager.
  • Maintain full-time presence at the site during implementation.
  • Assists with the support scheduling and coordination of field activities across sites.
  • Track progress, document field activities, and resolve technical issues.
  • Consolidate and verify field reports.
  • Provide inputs to the monthly and donor reports.
  • Enforce site safety protocols, PPE use, and adherence to OSH standards.
  • Ensure environmental safeguarding and climate-sensitive approaches.
  • Promote adherence to DRC’s Code of Conduct, PSEAH policy, and accountability principles.
  • Provide coaching and technical guidance to CfW workers.
  • Promote transparent communication and support conflict-sensitive approaches.
  • Provide all types of the CFW sessions and inductions.
  • Maintaining all the project recorders and documents archived on the DRC system.
Experience Requirements
  • Minimum 3 years of professional experience as a Civil Engineering is (preferred), Water and Environments Engineering, Surveying Engineering, Road and Bridges Engineering, Water and Wastewater Engineering, Wet utilities Engineering, or relevant fields.
  • Minimum 2 years of experience in Data management, CFW related works, or intensive labor supervision.
  • Strong Experience in dealing with MEAL and data management activities (Creating scoring system, selection criteria), GIZ CFW system (Attendance, dropout, Screening process), National CFW –SoP, Jordanian Labor Lows, and Social security regulations.
  • Experience in Supervision the construction of gabion structures (check dams and retaining walls) and relevant aspects.
  • Demonstrated experience supervising contractors and CfW workers in INGO or Donor-funded projects.
  • Familiarity with national engineering standards, OSH regulations, and environmental safeguards.
  • Proven experience in conducting technical and employability training sessions.
Qualification Requirements
  • Bachelor’s or diploma degree in Civil Engineering is (preferred), Water and Environment engineering, Surveying Engineering, Road and Bridges Engineering, Water and Wastewater Engineering, Wet utilities Engineering, or relevant fields
  • Holds a recognized occupational safety qualification, registered and approved by the Ministry of Labour. ( is preferred)

Languages Required: Arabic and English (fluent)

Languages Preferred: Registration with the Jordan Engineers Association or equivalent is an asset.
