Overview

The Procurement Officer will support the formulation, processing, administration, and monitoring of ADB-financed projects by acting as a subject matter expert for procurement in the Kazakhstan Resident Mission.

Tasks Summary
  • Support EAs and IAs in developing procurement strategies, including capacity and risk assessments.
  • Review procurement documents for goods, works, non-consulting, and consulting services.
  • Review, endorse, and/or approve procurement and consulting services transactions.
  • Advise and support EAs/IAs on contract implementation and management.
  • Support procurement policy work and country procurement system strengthening.
  • Contribute to country, sector, and agency procurement risk assessment reviews.
  • Provide advice on compliance with ADB Procurement Policy and Directive.
  • Participate in processing and review missions, supporting procurement and financial management aspects.
  • Support monitoring, tracking, and reporting on procurement and financial management activities.
  • Support EA/IAs in preparing documentation for compliance with ADB's Procurement Policy.
  • Support non-project-related projects led by PPFD, including business opportunities fairs and seminars.
  • Support EA/IAs capacity development, training planning and delivery, and develop training materials.
  • Support the Central-West Asia Department in processing and administering Technical Assistance (TA) projects, particularly consultant recruitment.
  • Perform other assignments as reflected in the workplan.
Experience Requirements
  • At least 8 years relevant experience in procurement, project management or other related area in infrastructure projects (e.g., transport, energy, water or urban sectors).
  • Demonstrated country/regional procurement experience in transport, energy, water, or urban infrastructure sectors.
  • Familiarity with multilateral development banks (MDB) procurement and consulting services policies and procedures.
  • Experience working in project management, contract management and capacity building with governments or other public sector entities.
  • Experience leading projects, work with teams, and share relevant knowledge.
Qualification Requirements

• Bachelor's degree in Business Administration, Economics, Engineering, Public Procurement, Public Policy, or other related fields, with advanced training.

Other Details

Languages Required: • Proficiency in expressing ideas in both spoken and written formats in English.

Languages Preferred:

Contract Duration: Initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier. Option to renew for up to an additional 3 years.
