Overview

The FAO Representative (FAOR) leads and manages the FAO country programme and office, representing FAO to national authorities and stakeholders. The role focuses on assisting governments in achieving food security and sustainable development goals.

Tasks Summary
  • Implementing FAO's field projects and formulating new ones.
  • Assisting governments in disaster prevention, assessment, reconstruction, and rehabilitation of the agricultural sector.
  • Carrying out public awareness activities and supporting FAO campaigns.
  • Providing assistance to technical and investment missions.
  • Serving as a channel for FAO's services to governments and partners.
  • Keeping FAO informed of major social and economic developments and monitoring the agriculture sector.
  • Acting as FAO Representative to host governments and partners.
  • Leading FAO's response to national priorities and sustainable development challenges.
  • Developing, maintaining, and enhancing collaboration with the host government and stakeholders.
  • Representing FAO and advocating its policy positions.
  • Leading emergency response preparedness, coordination, and response.
  • Developing and operationalizing the Country Programming Framework (CPF).
  • Leading the analysis of the country situation.
  • Leading FAO's contribution to UN common planning and programming frameworks.
  • Building partnerships and mobilizing resources.
  • Ensuring effective programme management and monitoring.
  • Managing and overseeing the Country Office, personnel, and financial resources.
  • Managing security and safety of FAO personnel.
Experience Requirements
  • Ten years of relevant experience in planning, formulation, implementation, monitoring and evaluation of field programmes.
  • Work experience in more than one location or area of work, particularly in field positions is essential, in both programmatic areas and fostering government relationships.
  • Extent and relevance of experience in developing and managing country field programmes from design to delivery.
  • Extent and relevance of experience in the coordination and/or management of technical cooperation projects and programmes, including emergency, recovery and rehabilitation related programmes.
  • Demonstrated experience in resource mobilization.
  • Extent and relevance of experience in negotiating and cooperating with national governments, intergovernmental organizations and other institutions, as well as in designing collaborative networks and joint programmes.
Qualification Requirements

• Advanced university degree (Master’s degree or equivalent) in an area related to the activities of the Organization, e.g. agriculture, forestry, fishery or rural development, etc.

Languages Required: • Working knowledge (proficiency - level C) of English and Spanish.
