Overview

The role supports the Ministry of Environment in strengthening national coordination for resource mobilization and monitoring the implementation of Nationally Determined Contributions (NDCs) and climate action on a national level.

Tasks Summary
  • Ensure communications relevant to NDC Partnership engagement are shared with relevant stakeholders.
  • Facilitate periodic coordination and information exchange among partners.
  • Organize meetings to monitor and coordinate the implementation of the Implementation Plan.
  • Manage and update the Plan in the Online Tool.
  • Identify implementing and development partners and follow up with them regarding their contribution.
  • Create an Annual Work Plan.
  • Document changes in the operating context and support decision-making processes.
  • Support the government in following up on and mobilizing partner financing.
  • Update government needs and priorities for NDC implementation.
  • Monitor and assess implementation progress and coordinate periodic reporting.
  • Prepare quarterly country update reports.
  • Assess progress outcomes of the NDC Partnership in-country engagement.
  • Organize and support NDC-related meetings as needed.
Experience Requirements
  • At least 3 years’ experience at least in the public and/or private sector with a focus on climate change, project coordination, stakeholder and donor engagement and/or preparation of cross-cutting workplan/proposal development or any related field.
  • Experience in facilitating coordination across government and/or development partners related to climate policy and processes related to Nationally Determined Contributions (NDCs) or other climate planning instruments (e.g., NAP, LT-LEDS).
  • Knowledge of the country’s context of policy frameworks, national plans and strategies related to climate change is required.
  • Familiarity with UNFCCC processes including Subsidiary Body and Conference of Parties (CoP), NDC, and past experience on government climate change process is desired.
  • Experience of other national contexts that indirectly contribute to climate change is desired.
  • Ability to foster formal and informal networks to strengthen cooperation between agencies, including Government, private sector participants, NGOs and other stakeholders is desired.
Qualification Requirements
  • An advanced degree (master's or higher) or equivalent in public policy, development, climate change, natural resource management, environmental management, or any other relevant field of study with at least 5 years of relevant experience.
  • Bachelor's degree in related discipline with an additional 2 years of relevant work experience (7 total) may be accepted instead of an advanced university degree.

Languages Preferred: • French Intermediate Desirable

Contract Duration: 12 months, maximum of 220 working days, with possibility of an extension depending on satisfactory performance and on availability of funds
