Overview

The National Professional Officer (Health System & Services) provides technical and strategic support to the Ministry of Health and national partners to strengthen the health system's performance, equity, resilience, and sustainability.

Tasks Summary
  • Support the Ministry of Health in developing, revising, and implementing health policies, strategies, regulatory frameworks, and national health plans.
  • Strengthen leadership, multisectoral coordination, accountability, and transparency mechanisms.
  • Promote equity, gender, human rights, and a people-centered approach in health system governance.
  • Support the development and implementation of strengthened and integrated primary healthcare models.
  • Provide technical support for strengthening national systems for essential medicines, vaccines, medical devices, and health products.
  • Support the development and strengthening of national regulatory authorities.
  • Contribute to improving the availability, affordability, and rational use of essential medicines.
  • Support national authorities in analyzing, designing, and implementing health financing policies.
  • Contribute to domestic resource mobilization, financial protection, prepayment mechanisms, and efficient resource allocation.
  • Participate in health expenditure analyses, budget reviews, and policy dialogues.
  • Support the strengthening of national health information systems.
  • Promote knowledge management and sharing.
  • Support the development and implementation of national digital health strategies.
  • Support the design and implementation of monitoring and evaluation frameworks for health policies, plans, and programs.
  • Analyze and interpret health data to produce strategic information.
  • Contribute to technical reports, performance reviews, national evaluations, and WHO reports.
  • Support the Ministry of Health in coordinating technical and financial partners.
  • Contribute to the animation and effective functioning of sectoral consultation frameworks.
  • Promote harmonized approaches in planning, implementation, monitoring, and reporting.
  • Strengthen collaboration with UN agencies, regional institutions, NGOs, civil society, the private sector, and academia.
  • Support the implementation of joint initiatives and integrated programs.
  • Contribute to the technical representation of WHO in coordination forums.
  • Support the organization and facilitation of evidence-based policy dialogues.
  • Contribute to advocacy for increased and sustainable investment in health.
  • Promote principles of equity, financial protection, and quality of care.
  • Contribute to monitoring partnership performance.
  • Support the strengthening of mutual accountability, transparency, and information sharing mechanisms.
  • Document good practices, lessons learned, and innovations from partnerships.
Experience Requirements
  • At least five (05) years of combined national and international experience at a senior, scientific, or technical level in major programs or activities related to the recovery and development of health systems.
  • Prior humanitarian field experience with WHO, other UN agencies, health cluster partners, or in a health system component area listed in the tasks.
Qualification Requirements
  • Essential: First university degree in Public Health, Health Systems/Services Administration, Health Management, or a health-related field from an accredited/recognized institution.
  • Desirable: Doctorate in health sciences (Medicine, Pharmacy...)

Languages Required: • Excellent knowledge of French

Languages Preferred: • Working knowledge of English

Contract Duration: 3 Months

Remuneration: • Monthly remuneration: - Currency: F CFA • Grade: NOC-1 – Service Contract (SSA)
