Overview

The Fleet Management Officer will analyze operational needs for transport, plan fleet size, and ensure vehicles are properly registered and insured. The role involves overseeing vehicle maintenance, managing driver selection and training, and reporting on fleet data to improve efficiency and reduce risks.

Tasks Summary
  • Analyse operational / programme needs for transport and plan appropriate fleet size;
  • Prepare an annual fleet plan (including budget needed) and a vehicle disposal/replacement plan;
  • Ensure that vehicles are properly registered and have TPL insurance according to the rules and regulations of host country;
  • Identify quality garages, support establishment of contracts with pre-approved garages, establish quality control mechanisms, undertake performance reviews at a regular basis.
  • Oversee and ensure that maintenance has taken place and validate the invoices;
  • Ensure that fleet data such as maintenance and fuel data is captured in the fleet management systems;
  • Support the Country or Field Office with selection and (re)testing of drivers, including testing of drivers' fitness;
  • Plan and facilitate training workshops for drivers and conduct on the job training and evaluation for drivers;
  • Report traffic crashes and vehicle incidents and conducts crash investigation to identify the causes and suggest preventative measures;
  • Monitor fuel consumption and identify innovative ways to reduce fuel consumption;
  • Ensure MOSS compliance of the vehicles and establish mechanisms to check that vehicles are road worthy at regular intervals;
  • Ensure the Implementation WFS procedures and tools;
  • Establish and manage relationships with in- and external stakeholders such as drivers, vehicle users (programme staff, senior management), suppliers, UN sister agencies, etc.;
  • Collect and analyses fleet data, and prepare and present monthly fleet management reports;
  • Based on fleet management data and information identify, suggest and implement actions that lead to improved efficiency and effectiveness of the fleet as well as reduce the risk associated with fleet operations and road transport.
Experience Requirements
  • One year experience integrating fleet operations with security risk management, including movement planning, route risk assessment, convoy coordination, and incident response in insecure environments.
  • Demonstrated experience in managing a large fleet team.
  • Desirable: Experience providing strategic advisory input to senior management on fleet optimization, operational risk, and resource allocation at country or regional level.
  • Relevant experience in the UN system.
Qualification Requirements
  • University degree in engineering, mechanics or a relevant field.
  • For WHO staff only, equivalent combination of professional certification/training in areas such as transport, logistics operations management and work experience.
Other Details

Languages Required: Expert knowledge of English and Ukrainian languages

Languages Preferred: Working knowledge of other official WHO/EURO, WHO and/or UN languages

Contract Duration: 6 months with the possibility of extension

Work Modality:

Remuneration: annual net base salary starting at USD 33,420.00 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
