Overview

To provide financial and accounting support to the WHO Country Office, ensuring adherence to financial rules and procedures, and coordinating financial services for efficient office operations.

Tasks Summary
  • Act as focal point for Imprest accounts, financial documentation, records, reporting, and cash/advance reconciliations.
  • Monitor income and expenditure recording, receive and distribute funds, and perform accounts reconciliation.
  • Organize vendor payments and process payment requests.
  • Monitor financial transactions and perform cash and bank transfer reconciliations.
  • Maintain contact with national banks for financial information.
  • Monitor fund availability and financial expenditures using GSM.
  • Provide support during planning, monitoring, and evaluation exercises.
  • Support CO and EURO in planning, budgeting, mapping, and implementation monitoring.
  • Prepare financial reports for management.
  • Provide administrative coordination for meetings.
  • Establish and maintain an online monitoring tool for collaboration oversight.
  • Review and analyse expenditure and encumbrance data in GSM.
  • Act as focal point for encumbrance management in CO.
  • Provide capacity building and knowledge transfer to colleagues in finance.
  • Advise, brief, and train local personnel on financial issues.
  • Act as WHO focal point for the UN OMT / Finance Working Group.
  • Act as focal point for CO financial closure activities.
  • Prepare and review financial reports and analyse data for senior management.
  • Act as focal point for VAT aspects and other taxes in the CO.
  • Provide advice on Tax and VAT rules and regulations.
  • Provide back up for other finance assistants and perform other assigned tasks.
Experience Requirements
  • At least 8 years of progressively responsible experience in accounting or finance.
  • Experience in an international environment or institution.
  • Relevant experience in WHO or in the UN.
Qualification Requirements
  • Completion of secondary school or equivalent technical or commercial school.
  • Higher education degree from a college or university in business, accounting or finance.
Other Details

Languages Required: Expert knowledge of English and Ukrainian languages

Languages Preferred: Working knowledge of other official WHO/EURO, WHO and/or UN languages

Contract Duration: 1 year

Work Modality:

Remuneration: Annual net base salary starting at USD 25,364 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
