Overview
The Information Systems Officer will be responsible for planning, directing, and developing applications for major systems projects of significant importance to the institution. The role involves providing expert advice on complex systems analysis and design, and managing application development and implementation.
Tasks Summary
- Plan, direct and develop applications for major systems projects.
- Provide expert advice on complex systems analysis and design.
- Develop plans for feasibility assessment, requirements specification, design, application development and implementation.
- Develop cost proposals for contractual services and manage contract service.
- Track and monitor project progress against plan.
- Provide professional leadership and work direction to assigned project team.
- Actively involved in the execution of the most complex aspects of the project.
- Develop, implement, and monitor information standards and guidelines.
- Prepare technical and user documentation and training materials.
- Keep abreast of developments in the field and provide leadership on introducing technological changes.
- Facilitate communications between UNJSPF/IMSS and its major internal business units and external client organizations.
- Participate in planning and preparation of the budget, work program, and spending plan.
Experience Requirements
- A minimum of seven years of progressively responsible experience in planning, design, application development, implementation and maintenance of complex enterprise class business applications is required.
- Work experience with data modeling, creating documentation and diagrams that communicate the overall architecture of a solution to business, technical audiences, and support teams is required.
- Significant work experience with Vitech V3/Velocity, Oracle Fusion Financials, Tungsten Total Agility and/or Service Now is desirable.
- Work experience and knowledge of the Microsoft SQL Server BI Stack is desirable.
- Work experience with DEV-OPS on cloud-based platforms such as AWS or Azure is desirable.
- Experience and knowledge of Oracle Database with PL/SQL or Java programming is desirable.
Qualification Requirements
Advanced university degree (master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. A first-level university degree in combination with qualifying experience may be accepted, in lieu of the advanced university degree.
