Overview

The consultant will support the development of inclusive, risk-informed Provincial Disaster Risk Reduction Strategies and Action Plans to enhance disaster resilience in Lao PDR.

Tasks Summary
  • Lead and coordinate the technical development of Provincial DRR Strategies and Action Plans.
  • Prepare an inception report detailing methodology, work plan, timeline, and stakeholder engagement.
  • Conduct inception meetings with DSW, UNDRR, and national stakeholders.
  • Coordinate with DSW focal points, UNDRR, and key partners.
  • Conduct desk reviews of national and provincial policies, hazard and risk data, and disaster loss information.
  • Support the creation of province-specific risk profiles.
  • Facilitate provincial-level consultations with PDMCs, sectoral offices, and district authorities.
  • Support and participate in field visits to validate risk information and strategic priorities.
  • Lead the drafting of Provincial DRR Strategies and Action Plans for five selected provinces.
  • Ensure integration of early warning systems, anticipatory action, preparedness, response, gender equality, disability, and social inclusion.
  • Ensure alignment with national DRR strategy, disaster management law, and NSEDP priorities.
  • Support the organization and facilitation of provincial validation workshops.
  • Revise and finalize draft strategies based on feedback.
  • Prepare final versions for submission and endorsement by Provincial Governors.
Experience Requirements
  • At least 7 years of professional experience in disaster risk reduction, climate risk management, or related fields is required.
  • Experience in developing DRR strategies, action plans, or policy documents at national or subnational level is required.
  • Experience working with government institutions in Lao PDR or similar contexts is desirable.
  • Experience in national DRR frameworks and subnational planning processes is desirable.
Qualification Requirements
  • Advanced university degree in disaster risk management, climate change, environmental science/management, development studies, or related fields is required.
  • A first-level university degree with at least 2 additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Languages Required: • Fluency in Laotian and English languages is required.
