Overview

This role provides technical expertise in design development, construction supervision, and works certification for critical infrastructure projects. The position ensures project outputs are delivered within specified tolerances of time, cost, quality, scope, risk, and benefits.

Tasks Summary
  • Oversight and works certification on behalf of UNOPS on assigned sites.
  • Manage projects or programs independently, adapting policies to meet emerging needs.
  • Provide technical assistance and expertise in technical assessments, design development, design checks, reviews, and construction management.
  • Ensure project outputs are delivered within specified tolerances of time, cost, quality, scope, risk, and benefits.
  • Develop, complete, and update implementation plans.
  • Embed sustainability dimensions into project lifespans.
  • Manage the production of required outputs, taking responsibility for progress and resource use.
  • Ensure quality of work packages and deliverables complies with quality requirements.
  • Liaise with external suppliers.
  • Manage acceptance and delivery of work packages.
  • Monitor project progress and ensure proper execution of work packages.
  • Control project and work package changes.
  • Inspect and accept goods, services, or works delivered by suppliers.
  • Act as the Employer’s Representative within FIDIC works contracts and lead contract management duties.
  • Identify and anticipate potential risks and issues, advising mitigating measures.
  • Identify and report potential business opportunities for UNOPS.
  • Assess project risks and issues, advising on mitigation measures.
  • Ensure timely delivery of project outputs.
  • Track and report on key performance indicators (KPIs).
  • Address delivery bottlenecks proactively and implement corrective actions.
  • Ensure effective coordination between technical, procurement, finance, and ES teams.
  • Oversee the contractual clause out of project contracts.
  • Review and confirm materials quantities for procurement.
  • Ensure timely and cost-effective procurement.
  • Oversee construction activities for quality, timely delivery, and HSSE compliance.
  • Ensure UNOPS system and compliance requirements are met in construction implementation and reporting.
  • Review and validate interim payment certificates, variations, and claims.
  • Support the management of contractual risks.
  • Ensure proper documentation, record-keeping, and reporting.
  • Support handover, testing, commissioning, and defects notification period (DNP) activities.
  • Facilitate coordination with HSSE, environmental, and social focals.
  • Establish and maintain Quality Assurance arrangements.
  • Ensure quality requirements are clearly defined, measurable, and embedded in contracts.
  • Promote a culture of quality and continuous improvement.
  • Support the resolution of quality-related disputes and claims.
  • Act as the Infrastructure Coordinator for the Sudan Country Office.
  • Maintain a monitoring framework aligned with project logframe, KPIs, and reporting requirements.
  • Collect information on results achieved by the project.
  • Calculate progress against project KPIs for final project reporting.
  • Assess project performance against KPIs for reporting.
  • Contribute analysis and data to final project reports.
  • Monitor and report on quality performance indicators, non-conformities, and corrective/preventive actions.
  • Support lessons learned documentation and knowledge capture.
  • Provide evidence-based recommendations for corrective actions and continuous improvement.
  • Support the development of comprehensive infrastructure designs and ensuring high quality of construction.
  • Manage and coordinate a team of infrastructure design specialists.
  • Package, submit, and defend project technical designs.
  • Liaise with local contractors for investigations and direct supervision of works.
  • Undertake baseline surveys and assessments.
  • Provide technical input to the preparation of cost estimates and project implementation schedules.
  • Facilitate the project implementation process with state authorities and other stakeholders.
  • Support contractor evaluation and selection processes.
  • Provide technical input to tender preparation, bid evaluation, and contract award approval documents.
  • Supervise construction works and administer execution as per contractual provisions and design specifications.
  • Support overall management of work implementation in the field.
  • Report potential delays and/or cost overruns with recommended remedial actions.
  • Assist in the preparation of project/contracts related documentation.
  • Provide training and technology transfer to UNOPS personnel and contractor’s personnel.
  • Represent UNOPS in project implementation activities in the field.
  • Represent UNOPS in related forums, coordinating with other stakeholders.
  • Ensure systematic risk identification and mitigation throughout design and construction phases.
  • Integrate climate resilience and sustainability measures into infrastructure design and construction.
  • Ensure implementation of quality assurance and quality control (QA/QC) systems.
  • Support testing, commissioning, and handover processes.
  • Ensure proper management of the Defects Liability Period (DLP).
Experience Requirements
  • 5 years’ experience in Detailed Design and Implementation of Medium to Large infrastructure facilities - buildings, WASH, transport - Infrastructure.
  • Experience in design review and management, contract management and coordinating with relevant government technical departments.
Qualification Requirements
  • Master's Degree in Civil/ Structural Engineering, or related fields with 5 years of relevant experience.
  • Bachelor's Degree in Civil/ Structural Engineering, or related fields with 7 years of relevant experience.
