Overview
The Project Manager is responsible for the effective delivery and daily management of infrastructure projects, which may involve the construction of physical assets, technical deliveries, or both. These projects span various sectors including education, health, transport, irrigation, and port infrastructure.
Tasks Summary
- Develop, complete, and update the project implementation plan.
- Implement the approved plan, including establishing milestones within agreed tolerances.
- Incorporate sustainability dimensions, including social, gender, environmental, and economic aspects.
- Manage the production of required deliverables, taking responsibility for overall progress and resource utilization.
- Ensure the quality of work packages and deliverables meets defined quality requirements.
- Monitor project progress, control project variances, and manage changes.
- Identify, anticipate, and advise on mitigation measures against project risks.
- Comply with organizational policies and standards, ensuring project information is up-to-date.
- Prepare and adapt relevant plans for approval and manage baselines.
- Manage reporting obligations as defined in the implementation plan and legal agreements.
- Maintain organized project documentation for accessibility and audit support.
- Understand and apply UNOPS financial rules and regulations.
- Conduct formal project handover to the closing manager, when applicable.
- Support project audit activities.
- Include a results framework and M&E plan in the project implementation plan.
- Prepare and issue regular project and financial reports.
- Review project status and evaluate performance criteria.
- Maintain progress diaries and reports as required by standard operating procedures.
- Provide routine supervision and analysis of delivery data.
- Ensure project team members track and update milestones and targets.
- Develop stakeholder engagement strategies and plans.
- Actively engage stakeholders, collect feedback, and adjust as necessary.
- Establish strong working relationships with the Project Board, clients, and key stakeholders.
- Facilitate the formulation of project communication plans and monitor their effectiveness.
- Coordinate stakeholder engagement and communication.
- Work with internal stakeholders to ensure projects comply with audit requirements.
- Work with procurement/acquisition personnel to ensure effective interface with supplier quality systems.
- Coordinate quality reviews of project documents and deliverables.
- Provide quality control of management outputs.
- Create a learning environment for the project team, encouraging knowledge sharing and training.
- Interact with other project managers and the wider project management community.
- Stay updated on the latest developments and best practices in the profession.
- Ensure lessons learned are shared in a timely and appropriate manner.
- Provide feedback to corporate practice groups on policies and systems.
- Organize and structure the project team, ensuring clearly defined roles and responsibilities.
- Provide regular guidance and direction, and support the team in effective task execution.
- Lead and motivate the project management team and manage their performance.
- Ensure performance appraisals are conducted fairly, accurately, and within established timelines.
- Select, recruit, and train project teams as needed.
- Ensure the safety and security of all project team members.
Experience Requirements
- Relevant experience in the implementation and management of infrastructure projects (e.g., roads, dams, bridges, irrigation, health, wind farms, solar energy, ports, etc.), in developing countries, post-conflict contexts, or emergency situations.
- Bachelor’s degree (or equivalent) with 7 years of relevant experience or Master’s degree (or equivalent) with 5 years of relevant experience.
- Experience in defining technical and design requirements.
- Knowledge of quality assurance methodologies and tools in infrastructure.
- Experience in managing infrastructure project risks in contexts with multiple stakeholders.
- Availability for travel within Brazil.
Qualification Requirements
- Mandatory Bachelor’s degree (or equivalent) in civil, hydraulic, electrical, mechanical, structural engineering, or other applicable engineering disciplines, with 7 years of relevant experience OR Master’s degree (or equivalent) in any of the above fields, with 5 years of relevant experience.
- Desirable: Certification in project management (e.g., PRINCE2, PMI, PEng, CEng, etc.).
