Overview

The Head of National Office acts as the senior UNHCR staff member in a geographical area, reporting to the UNHCR Representative and overseeing protection, security, and operational matters. The role involves representing UNHCR, advocating for persons of concern, and managing office resources.

Tasks Summary
  • - Monitor and report on the implementation of refugee conventional responsibilities and international obligations of local authorities.
  • - Advocate and promote UNHCR standards concerning the treatment of persons of concern.
  • - Ensure basic needs of the concerned population are assessed.
  • - Ensure planning, formulation, and budgeting of assistance projects.
  • - Ensure timely implementation and monitoring of assistance activities.
  • - Ensure deadlines for monitoring and reporting of UNHCR operational activities are met.
  • - Manage UNHCR resources (human, financial/material).
  • - Ensure security measures of UNHCR office compounds are up to date.
  • - Ensure staff welfare is maintained at a satisfactory level.
  • - Guide, coach, and advocate subordinate staff.
  • - Prepare and submit regular reports to the UNHCR Regional/Deputy Regional Representative.
  • - Represent UNHCR in inter-agency fora and with national authorities.
  • - Enforce compliance with UNHCR's global policies and standards.
  • - Submit project proposals for assistance.
  • - Lead risk assessments and discussions.
  • - Perform other related duties as required.
Experience Requirements

3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree. Essential: Knowledge of UNHCR mandate and its Field level application. Applied knowledge of protection principles, operational arrangements/standards in relation to protection, assistance, UNHCR office management and staff administration. Desirable: Experience in representing UNHCR or another UN agency with external audiences. Strong advocacy skills. Good awareness of the geo-political environment impacting refugee issues. Experience in managing an office or staff. Good knowledge of refugee protection policies and normative frameworks. Relevant experience in working on durable solutions in refugee, and/or IDP/Statelessness situations, and/or in coordination work with humanitarian partners and/or inter-agency work. Acute political awareness. Ability to navigate politically sensitive issues. Demonstrated experience in advocacy and applying protection principles in a practical fashion. Ability to proactively address problems and propose solutions. Ability to analyse and use data to make sound judgements. Ability to articulate complex issues simply and convincingly. Ability to draft clearly and concisely. Demonstrated ability to work successfully and respectfully in a diverse team.

Qualification Requirements

Undergraduate degree; or Graduate degree; or Doctorate degree. Field(s) of Education: Business Administration; Economics; International Relations; Law; Management; Political Science; or other relevant field. Certificates and/or Licenses: Programme Mgmt.
