Overview
The Procurement Analyst plays a key role in ensuring the transparency, compliance, and operational efficiency of procurement and logistics services. The incumbent is responsible for interpreting and applying procurement policies and guidelines, providing strategic and technical advice on complex procurement and logistics matters.
Tasks Summary
- Lead the development and implementation of strategic sourcing plans and procurement strategies.
- Design, establish and manage Long-Term Agreements (LTAs) with suppliers.
- Conduct market research and supplier mapping.
- Provide expert advice on procurement modalities and risk mitigation.
- Manage complex and high-value procurement processes.
- Draft and review solicitation documents, bid evaluations, and contract awards.
- Ensure robust contract management.
- Maintain procurement documentation and records.
- Plan, coordinate, and monitor logistics and delivery arrangements.
- Ensure timely customs clearance and liaison with relevant authorities.
- Support efficient inventory, asset, and warehouse management.
- Provide logistics support for workshops, events, and field missions.
- Develop and maintain procurement and logistics contingency plans.
- Establish and manage rapid procurement mechanisms.
- Strengthen supply chain readiness.
- Support CO business continuity and supply chain resilience planning.
- Implement measures to safeguard goods, personnel and infrastructure.
- Communicate, update and collect information regarding security situations.
- Identify procurement-related risks and recommend mitigation measures.
- Monitor procurement KPIs and prepare status reports.
- Contribute to procurement-related inputs for audits, evaluations, and reporting.
- Provide technical guidance, mentoring, and training to staff.
- Develop, update and streamline standard operating procedures (SOPs), templates, and checklists.
- Promote knowledge sharing and documentation of best practices.
Experience Requirements
- A minimum of 2 years (with masters degree) or 4 years (with bachelor’s degree) of progressively responsible administration / operation / procurement experience is required at the national or international level.
- Experience using enterprise resource planning systems (e.g., Oracle/Quantum, SAP) for procurement and contract management.
- Proven ability to develop sourcing strategies, manage competitive processes, and negotiate contracts.
- Practical knowledge and experience in customs clearance, inventory management, delivery scheduling, and event logistics coordination.
- Strong knowledge of public procurement regulations and international best practices.
- Previous work experience in public procurement (either UN, development organizations, Government entities or INGOs).
- Experience of procuring complex requirements, with any of the following categories – consultancies, IT or communication technology, complex services or engagement will be an advantage.
Qualification Requirements
- Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Finance, Economics, Management, Supply Management/Logistics, Procurement, International Business, International Trade or equivalent is required.
- A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.
