Overview
The National Project Admin and Finance Officer provides administrative, finance, and procurement services to ensure the effective implementation of project activities and delivery of results in line with the project work plan.
Tasks Summary
- Ensure administration of budget and implementation of finance processes are in line with UNDP operational procedures and donor requirements.
- Prepare and modify budgets in the operational system and monitor all expenditures.
- Support initiation of project annual budget, review and perform budget revision and reversal.
- Monitor budget delivery and implementation.
- Prepare budget reports - quarterly and annual financial reports.
- Prepare financial ad-hoc reports.
- Maintain accounts receivables for the project.
- Establish and promote inside the office financial guidelines and procedures.
- Advise the project team on specific donor financial guidelines.
- Proactively monitor Finance Dashboard and take corrective action.
- Provide financial input to prepare the Work Plan of the Programme.
- Review and ensure all requests for payments, requisitions and required vouchers, all payments and receipts are compliance with UNDP Rules and Regulations.
- Ensure control of supporting documents for payments.
- Support knowledge building and knowledge sharing focusing on participation in training for operations/projects staff on finance and contributions to knowledge networks and communities of practice.
- Organize training, workshops, and capacity building activities.
- Identify, synthesize and document best practices and lessons learned.
- Participate in and ensure sound contributions to knowledge networks and communities of practice.
- Support establishment of knowledge platforms for the project.
- Promote advocacy on development trends and opportunities to collaborate.
Experience Requirements
- Minimum of 2 years (with master´s degree) or 4 years (with Bachelor's degree) of progressively responsible experience in administration, finance, accounting, or project operations, preferably within international organizations, government, or development partners.
- Experience in financial management, budget monitoring, and reporting.
- Experience using ERP systems (e.g., ATLAS, Quantum, Oracle, SAP).
- Experience working with government counterparts, international organizations including UNDP.
- Knowledge of UN/UNDP rules, procedures, and financial regulations is desired.
- Experience in supporting procurement processes and vendor management is desired.
- Experience in project audit preparation and support is desired.
- Experience in drafting official correspondence and administrative documents in a professional manner is desired.
- Experience in developing Annual Work Plan, monitoring of budget execution, and reporting is desired.
- Experience in oversight of project operational, budgeting and delivery is desired.
Qualification Requirements
A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Master´s) University Degree in Finance and/or Accounting is required. Or a first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
