Overview

The Programme Management Officer will lead the coordination and strategic oversight of IMEO Methane Science Studies and coordinate the implementation of activities undertaken by IMEO and the Division in the framework of the programme on methane emissions from the fossil fuel industry.

Tasks Summary
  • Lead the design, execution and strategic direction of IMEO’s Methane Science Studies.
  • Oversee engagement of research organizations to perform scientific measurement studies of methane emissions.
  • Oversee the integration of cutting-edge science into IMEO’s policy and decision-making frameworks.
  • Orchestrate high-impact methane measurement campaigns across all anthropogenic sectors.
  • Drive collaboration with premier research institutions, governments, and industry leaders.
  • Spearhead partnerships with key stakeholders.
  • Act as focal point with the scientific body overseeing the scientific activities of the International Methane Emissions Observatory.
  • Participate in the development of the International Methane Emissions Observatory annual publication.
  • Strengthen institutional infrastructure for methane measurement in developing countries.
  • Promote the development, use and transfer of methodologies, techniques, instruments, and data.
  • Coordinate awareness raising and capacity building activities on methane emissions.
  • Identify opportunities for coordination with other UNEP initiatives and collaborating partners.
  • Collect and analyze data to identify trends or patterns and provide insights.
  • Oversee the preparation of high-level substantive reporting to donors.
  • Enhance UNEP's role in promoting information exchange on methane emissions.
  • Communicate with partners about common positions and joint activities.
Experience Requirements

A minimum of seven years of progressively responsible experience in methane science, with a focus on methane emissions measurements at the national and international level is required. Experience in managing and coordinating multi-stakeholder methane science research, including fieldwork, data collection, modeling, and peer-reviewed dissemination, in collaboration with academia, governments, NGOs, and the private sector is required. Experience in working on scientific research on diverse methane emissions sources (energy, agriculture, waste sectors) is required. Experience in working on methane measurement technologies including satellite, aerial, ground-based measurement from diverse methane sources is required. Experience in working on providing methane scientific data for policy frameworks is required. Experience in project management including budget oversight and donor reporting for science-based initiatives is required. Experience in working with satellite-based and airborne methane detection (e.g., TROPOMI, GHGSat, other similar space borne technologies, UAV or airborne based sensors) and/or ground/airborne sensor networks is desirable. Experience in working with methane data platforms, reporting frameworks, and transparency mechanisms for methane is desirable. Two (2) years or more of experience in data analytics or related area is desirable.

Qualification Requirements

Advanced university degree (Master’s degree or equivalent) in environmental or atmospheric science, physics, chemical engineering, or a related area is required. A first level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
