Overview

The Monitoring and Evaluation Specialist will contribute to the design and implementation of results frameworks and M&E systems to support the Fund for responding to Loss and Damage's (FRLD) operations, with an emphasis on knowledge management and organizational learning.

Tasks Summary
  • Contribute to the development, refinement, and implementation of FRLD results measurement frameworks, MEL Policy, Knowledge Management and Learning Strategy, Evaluation System and Approach, and related guidance documents.
  • Coordinate the design, development, and continuous improvement of a web-based results management system.
  • Contribute to results reports synthesizing achievements, lessons learned, and areas for improvement.
  • Coordinate the development and dissemination of M&E and knowledge products.
  • Promote a learning-oriented culture by designing and facilitating knowledge-sharing events, learning reviews, and reflection workshops.
  • Collaborate with internal teams and external partners to generate, curate, and disseminate knowledge products.
  • Provide M&E guidance to accredited agencies and client countries.
  • Review project and program proposals to ensure the technical robustness of M&E requirements.
  • Work closely with FRLD program managers to ensure M&E frameworks and learning objectives are consistently integrated.
  • Support country-level capacity to design, manage, and use M&E systems.
  • Develop and implement a dissemination strategy for evaluation and learning products.
  • Prepare briefs, results narratives, impact stories, presentations, and knowledge summaries.
  • Provide logistical and substantive support in organizing workshops, consultations, and knowledge-sharing sessions.
Experience Requirements
  • At least 5 years of relevant experience in the development, implementation, and management of monitoring and evaluation (M&E) systems.
  • Preferably with strong a background in climate change / loss and damage at global, national, or sub-national program levels.
  • Comprehensive understanding and experience in M&E systems development, policies, procedures, and practices within united nation agencies, bilateral or multilateral climate funds or organizations.
  • Familiarity with the Fund for responding to Loss and Damage and an understanding of the Board’s priorities is an advantage.
  • Demonstrated experience in qualitative and quantitative MEL methods – and in the implementation of monitoring climate change, environmental and/or loss and damage projects/ programs.
  • Proven ability to effectively contribute to task teams responsible for producing major reports, analytics and studies.
Qualification Requirements

Master’s degree in Monitoring and Evaluation, Climate Change/Environment, or other relevant social or natural science fields.

Work Modality: The position is based in Washington, D.C. and involves frequent travel.
