Overview

The Head, Manila Financial Review and Support Services (MFRS) is responsible for planning, managing, implementing, and coordinating the functions and work of the MFRS unit to ensure timely delivery of global financial support services.

Tasks Summary
  • Plan and manage the work of the MFRS units to ensure complete and timely delivery of global financial support services.
  • Provide technical accounting support to IOM Offices.
  • Oversee accounts consolidation and central accounting, including revenue, assets, and inventory accounting.
  • Process central reimbursement related to staff claims.
  • Manage centralized external reporting processes.
  • Certify project financial monitoring and reports.
  • Support HQ Treasury and Budget processes.
  • Provide advice and guidance to field offices on financial services.
  • Provide input to policy issuance by HQ units.
  • Act as IOM’s subject matter expert on accounting controls and related processes.
  • Oversee and coordinate the technical consolidation of IOM’s accounts at period-ends.
  • Report and advise on detected financial risks, doubtful receivables, uncleared material balances, deficits, and systemic issues.
  • Monitor and assist in maintaining IOM's IPSAS compliance status.
  • Prepare and issue global updates on key matters in covered areas.
  • Establish adequate controls within MFRS, perform risk assessments, and establish performance indicators.
  • Follow up and implement internal and external audit recommendations.
  • Coordinate with the Head of PFRS to ensure harmonized approaches and processes.
  • Support the implementation and maintenance of IOM’s ERP system and propose enhancements.
  • Undertake duty travels and perform other assigned duties.
Experience Requirements
  • Seven years of relevant professional experience with a Master's degree; or nine years of relevant professional experience with a University degree.
  • Minimum five years of progressively evolving leadership experience in financial management with responsibilities for accounting, financial reporting, and financial analysis at a corporate level.
  • Experience working in financial management with responsibilities for accounting, reporting, budget, and financial analysis is required.
  • Experience at field office level is desired.
  • Experience and an active role in corporate level accounts consolidation, related audits, accounting controls, and risks management is required.
  • Experience in computerized accounting systems (including SAP).
  • Experience with internal control assessments and financial risks management.
Qualification Requirements
  • Master's degree in Accounting, Finance, Business Administration or a related field from an accredited academic institution; or University degree in the above fields.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is required.
Other Details

Languages Required: • Fluency in English is required (oral and written).

Languages Preferred: • Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Contract Duration: One year with the possibility of extension
