Overview

Manage, monitor, and administer financial, budgetary, treasury, human resources, supply chain, and ICT activities for the Country Office and its Sub-Offices.

Tasks Summary
  • Supervise and lead treasury management, forecasting cash flows, monitoring and controlling disbursed funds, and validating funding.
  • Analyze financial projects, oversee budget control, analyze variances, and prevent deficits.
  • Prepare annual budget, monitor budget control, analyze variances, and develop budgets for new projects.
  • Manage and strengthen internal controls to safeguard assets and prevent fraud.
  • Examine and review payroll versus budgets, ensuring correct salary allocation.
  • Review and finalize project and donor financial reports.
  • Monitor and manage financial management for all Country Office activities.
  • Review existing systems and procedures for improvements.
  • Supervise and manage Human Resources functions, including recruitment and personnel administration.
  • Supervise and manage Supply Chain services, including contracts, fleet management, and premises maintenance.
  • Represent the Organization at UN meetings.
  • Serve as Officer-in-Charge of the Country Office in the absence of the CoM.
  • Perform other assigned duties.
Experience Requirements
  • Experience in all areas of financial administration including financial management, accounting and budgeting.
  • Experience in human resources and Supply Chain.
  • Experience using an Enterprise Resource Planning system.
  • Experience in emergency operations an advantage.
  • Experience in monitoring and evaluation and/or audit an advantage.
Qualification Requirements
  • Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Other Details

Languages Required: Fluency in English is required (oral and written).

Languages Preferred: Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Contract Duration: 1 year with possibility of extension
