Overview

The Project Officer (Flood Mitigation) will coordinate the implementation of flood mitigation projects, providing operational guidance and technical supervision to project staff and partners.

Tasks Summary
  • Coordinate overall project implementation, including financial, administrative, and technical aspects.
  • Provide operational guidance and technical supervision to project staff.
  • Support monitoring and progress against project objectives and coordinate the establishment of an M&E Framework.
  • Identify priority areas for project development and contribute to new project proposals.
  • Supervise project personnel, consultants, and implementing partners.
  • Plan, develop, organize, and deliver capacity building activities.
  • Support monitoring and compliance with project partners, staff, and entities.
  • Liaise with Government entities, IPs, UN agencies, and other stakeholders.
  • Coordinate with other units in the Country Office for smooth implementation.
  • Coordinate information management on project activities, including visibility.
  • Draft progress reports (Financial, Narrative, and other).
  • Participate in relevant conferences, workshops, steering committees, and technical working groups.
  • Participate in relevant UN working groups to contribute to mainstreaming migration issues.
  • Undertake duty travel as required.
  • Perform other duties as assigned.
Experience Requirements
  • Master’s degree with two years of relevant professional experience; or University degree with four years of relevant professional experience.
  • Experience in supervising the construction of dikes in low-income countries and hard to reach areas, particularly in South Sudan.
  • Experience in field supervision of flood mitigation infrastructure construction.
  • Experience working on World Bank-financed activities or other Multilateral Development Bank (MDB)-financed projects.
  • Experience working in Fragility, Conflict and Violence (FCV)-affected contexts.
  • Extensive experience in deep field and hard-to-reach area infrastructure construction, specifically including dikes, drainage systems, culverts.
  • Previous experience on dike and flood mitigation infrastructure supervision.
  • Experience in working with field team members and Third-Party Contracted field engineers and casual laborers.
  • Experience working with contractors and suppliers to implement infrastructure and DRM infrastructure activities.
  • Experience and knowledge of understanding detail hydrological and flood modelling findings, design documents and able to implement accordingly.
  • Experience on coordinating field team on the implementation of flood mitigation projects.
Qualification Requirements
  • Master’s degree in Water Resources Engineering, Hydraulics Engineering, Hydrology, Disaster Risk Management or a related field from an accredited academic institution.
  • University degree in the above fields.
Other Details

Languages Required: • Fluency in English is required (oral and written).

Languages Preferred: • Working knowledge of Arabic is an advantage.

Contract Duration: • Initial Contract Duration: 6 months • Contract Type: Special Short Term Graded (Up to 9 months)
