Overview

The Programme Officer (Migration Governance and Policy) - JLMP is responsible for the day-to-day implementation of the Joint Labour Migration Programme (JLMP) in the IOM Special Liaison Office.

Tasks Summary
  • Build and maintain professional relationships with key stakeholders.
  • Coordinate with partners for timely preparation of work plans and reports.
  • Ensure efficient financial management and timely submission of reports.
  • Analyze labour migration trends, policies, and legal frameworks.
  • Provide policy and technical advice on labour migration.
  • Draft policy papers and briefing materials.
  • Develop and implement capacity-building initiatives.
  • Ensure gender aspects are mainstreamed in programme implementation.
  • Coordinate with IOM offices and provide technical advice.
  • Verify and channel administrative and logistical support.
  • Participate in the selection and recruitment of programme staff and supervise project staff.
  • Represent IOM in the programme technical committee.
  • Support project design and funding proposals.
  • Perform other assigned duties.
Experience Requirements
  • Master’s degree with five years of relevant professional experience; or Bachelor’s degree with seven years of relevant professional experience.
  • Experience in programme conceptualisation, development, monitoring, reporting and evaluation.
  • Experience in programme development and capacity-building activities.
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
  • Experience in managing multi-stakeholder projects and familiarity with financial and business administration.
  • Experience in organizing consultations, workshops and seminars with high-level stakeholders.
  • Sound understanding of the working process of the AU and Regional Economic Communities (RECs).
  • Prior experience of working with the AUC and RECs.
Qualification Requirements
  • Master’s degree in Programme Management, Labour Economics, International Development, Social Sciences, Law, Public Administration or a related field from an accredited academic institution.
  • Bachelor’s degree in the above fields.
Other Details

Languages Required: • Fluency in English is required (oral and written).

Languages Preferred: • Working knowledge of either Arabic, French, Kiswahili and/or Portuguese (AU official languages) is an advantage.

Contract Duration: 1 year with possibility of extension
