Overview
The consultant will support the Evaluation Office in refining its National Evaluation Capacity Development for UNICEF staff and partners, focusing on the ExCEL, IMPrESS, and InSPIRE programmes, and provide advisory and quality assurance support to the Director of Evaluation.
Tasks Summary
- Provide technical inputs to the ExCEL Request for Proposals.
- Review ExCEL training materials and participate in meetings.
- Submit written guidance on ExCEL delivery modalities and facilitate agreement on design.
- Present follow-up activities for ExCEL and announce related events.
- Participate in select follow-up activities and provide written inputs for ExCEL participants.
- Conduct quality assurance of ExCEL Workshop Reports and ensure dissemination.
- Compile success stories and produce Video Testimonials from ExCEL Graduates.
- Follow up monthly on ExCEL follow-up activities and monitor implementation of related events.
- Provide written inputs on strategic materials for tailoring IMPrESS.
- Facilitate engagement of networks, partners and stakeholders involved in IMPrESS.
- Engage in planning meetings for IMPrESS, supporting coordination.
- Ensure agreements with KAC regarding IMPrESS lead to improvement in certification rate.
- Monitor participants’ nomination lists for IMPrESS and provide feedback.
- Conduct a curriculum alignment review of InSPIRE.
- Critically review the 2025 Annual Report of the Evaluation Function (AREF).
Experience Requirements
- Minimum of 15 years of relevant working experience in evaluation, planning, or similar areas.
- Minimum of 5 years’ experience working on strengthening technical and soft skills of government staff in the area of national evaluation capacity development.
- Experience in engaging with high-level government officials.
- Experience in managing face-to-face and online training and events, including online courses, webinars with academic institutions delivering programmes for evaluation capacity strengthening.
Qualification Requirements
Master’s Degree in Economics, Social Science, Political Science, Education and Training.
