Overview

The Procurement and Grants Officer will provide support services, procurement, and grant engagement, ensuring efficient delivery of services to the client while maintaining a high level of compliance with UNOPS procedures.

Tasks Summary
  • Provide assistance on budget creation, management and cashflow review.
  • Act as custodian of Operational Advances and Petty cash for disbursement of funds.
  • Assist in planning and input to cash flow and expenditure on a monthly and weekly basis.
  • Ensure data is captured and monitored in accordance with UNOPS/UN Financial Rules and Regulations.
  • Carry out payment requests in accordance with relevant SoP’s and Financial rules and Regulations.
  • Provide advice on payment processing.
  • Responsible for procurement of goods, services and works as per UNOPS standards.
  • Responsible for grant engagement support, including solicitation and compliance.
  • Implement procurement or grant engagement processes, draft Terms of Reference/Statement of Works, manage advertisement of solicitations, coordinate evaluation, and assist or manage submissions of awards.
  • Prepare and review request for awards for approval.
  • Assist in preparation of Procurement or Grants plan and keep it updated.
  • Support grants and contracts management processes, including reviewing C3s, financial milestone reports, and managing payment breakdowns.
  • Responsible for storage, accounting and maintenance of equipment and material.
  • Control and maintenance of facilities.
  • Update Logistics Officer of any movement or entry of new assets.
  • Maintain a register for non-expendable items.
  • Provide support and liaison with logistics staff in receiving goods.
  • Knowledge sharing with the team and day to day supervision of staff under responsibility.
  • Support in monitoring and evaluation.
  • Assist in supervision and capacity building of national staff.
  • Assist in coordination of external visits and Programme briefings.
Experience Requirements
  • Relevant experience is defined as experience in Support Services, Procurement or Grant Management.
  • Desired Experience in UN administrative procedures is desired.
Qualification Requirements

Advanced University Degree (Master’s Degree or equivalent) with 1 year of relevant experience is required; or First level University Degree (Bachelor’s Degree or equivalent) with 3 years of relevant experience is required.
