Overview
The MEAL Officer supports the implementation of a functional Monitoring, Evaluation, Accountability, and Learning (MEAL) system at field level across World Vision Lebanon programmes. The role ensures consistent application of MEAL processes, tools, and standards, oversees the Community Feedback and Response Mechanism, supports monitoring, baselines and evaluations, and ensures timely documentation and follow-up of feedback to strengthen accountability, programme quality, and evidence-based decision-making.
Tasks Summary
- Lead field-level implementation of output monitoring.
- Support project teams in accurate data collection, documentation, and reporting.
- Conduct spot checks and data quality reviews.
- Support organization of lessons learned activities.
- Coordinate with relevant units during fieldwork.
- Support field implementation of assessments/evaluations.
- Support tools development.
- Manage data collection processes.
- Monitor field-level implementation of the Community Feedback and Response Mechanism.
- Document and follow up on feedback and complaints.
- Coordinate with responsible departments to ensure timely resolution of cases.
- Conduct FGDs and community consultations.
- Provide regular updates and reporting on case status.
- Build capacity of project teams on MEAL processes.
- Coach teams on data collection and reporting requirements.
- Support recruitment and training of casual workers.
- Contribute to strengthening ownership of MEAL practices.
- Ensure project data is properly collected, stored, and handled.
- Support data consolidation and secure documentation processes.
Experience Requirements
- At least 2 years’ experience in Monitoring, Evaluation, Accountability, and Learning or related field within a relief or development NGO.
- Experience supporting implementation of MEAL processes, including monitoring, assessments, and evaluations at field level.
- Experience managing or supporting Community Feedback and Response Mechanisms or complaint handling systems.
- Experience in qualitative and quantitative data collection methods.
- Proficiency in Excel and familiarity with data collection platforms (e.g., ODK, Kobo, SMAP or similar).
- Experience conducting data management and data quality checks and supporting data validation processes.
- Willing and able to travel to project sites, meetings, and trainings across different governorates in Lebanon.
- Availability to work outside regular office hours occasionally.
- Able to operate effectively in fragile or challenging environments.
- Working knowledge of statistical packages (e.g. SPSS, Excel) and data management platforms (e.g., ODK, Kobo).
- Understanding of MEAL principles, humanitarian standards, and accountability frameworks (e.g., HAP, SPHERE, Red Cross Code of Conduct).
- Familiarity with relief, and development programmes.
- Familiarity with local contexts and communities across governorates in Lebanon.
- Demonstrated initiative, self-motivation, and ability to set priorities in field-level contexts.
- Effective communication skills with diverse stakeholders.
- Cross-cultural sensitivity, adaptability, and resilience in fragile or challenging environments.
- Team-oriented mindset.
Qualification Requirements
• Bachelor’s degree in International Development, Social Sciences, Public Health, Statistics, Psychology, Social Work, Community Development, or other relevant field is required.
