Overview

This role ensures compliance with DRC procedures and guidelines within the country, contributing to country strategies and providing support and technical guidance to country operations.

Tasks Summary
  • Responsible for all finance related tasks within geographical area of responsibility
  • Manage finance staff
  • Ensure compliance with the finance chapters of DRC’s Operations Handbook
  • Lead and manage the finance team
  • Support the development and implementation of financial management capacity building of staff
  • Reinforce existing procedures and systems for financial management and control
  • Support timely delivery of quality financial reports
  • Ensure compliance with relevant country statutory and other financial obligations
  • Monthly financial briefings to relevant Manager
  • Ensure thorough and effective budgetary control
  • Liaise with relevant Managers on key financial issues
  • Collecting cash forecasts and requesting funds
  • Maintain a continuous overview of funding levels
  • Ensure all required documentation for financial audits
  • Ensure monthly meetings are held with project managers
  • Prepare for local audits
  • Contribute to the development of proposals with regards to budgeting
  • Ensure DRC Dynamics is used to its full capacity
  • Ensure proper application of ERP finance processes
  • Apply reports and data analytics from ERP system
  • Ensure that Country ERP support is in place
  • Accountable for achieving DRC’s strategic goals and objectives
  • Accountable for making significant decisions on what the unit does
  • Accountable for people management of direct reports
  • Accountable for making sound decisions based on DRC policies
Experience Requirements
  • 8 years of INGO or other international agency experience in finance and operations management within an international humanitarian context
  • Demonstrated ability to establish operational management systems for large Programmes
  • Direct experience delivering humanitarian Programmes in emergency response settings
  • Minimum 2 years’ experience working abroad as an expatriate Finance Manager or Head of Finance
  • Proven experience in managing large budgets for multiple donors
  • Clear understanding of Donor restrictions and regulations
  • Extensive experience in financial reporting and knowledge of major donor rules including UNHCR, UNICEF, OCHA, WFP, ECHO, EC, DFID, DANIDA and USG
Qualification Requirements
  • Post graduate degree in Financial/Business management, Public Administration, Social Sciences or other relevant fields
  • Addition Professional qualification such as ACCA or CPA is desired
  • Proficient in standard computer applications and various accounting and financial management software
Other Details

Languages Required: • Excellent communication skills in English are required

Languages Preferred: • Understanding Dari/Pashto language is a strong advantage
