Overview

The Shelter Specialist is responsible for the strategic and technical leadership, quality assurance, advocacy, coordination, and fundraising for the Shelter Core Competency (CC) at the country level. This role also involves overseeing small-scale WASH activities and providing technical support to field teams.

Tasks Summary
  • Develop Shelter strategy, technical guidance, and Macro LFAs aligned with regional and global strategies.
  • Contribute to fundraising, develop and revise funding proposals, budgets, and donor reports.
  • Identify trends, technical standards, and donor priorities.
  • Follow up on compliance with contractual commitments and ensure high technical quality in project implementation.
  • Provide technical direction and project implementation support.
  • Extract key learnings from programme implementation and incorporate them into Shelter and staff development.
  • Provide systematic training and capacity building for technical staff.
  • Represent NRC in relevant forums/clusters, including with national authorities and donors.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Lead the revision of the CC Strategy as part of the broader Country Strategy development.
  • Lead the strengthening of Shelter and WASH safe programming standards.
  • Play a leading role in facilitating the development of AO-level emergency response and preparedness planning.
  • Contribute to the strengthening and expansion of NRC’s partnerships.
  • Contribute to NRC’s advocacy objectives through engagement in briefings and development of advocacy products.
  • Represent NRC and the Shelter programme in relevant coordination fora and with external stakeholders.
  • Lead the harmonising and strengthening of Shelter and WASH monitoring and evaluation tools and systems.
  • Support programme learning throughout the project-cycle.
Experience Requirements
  • Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context.
  • Experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
Qualification Requirements

Bachelor's Degree

Languages Required: Fluency in English, both written and verbal

Languages Preferred:

Contract Duration: 12 months

Work Modality:

Remuneration: grade 9 on NRC’s national salary scale.
