Overview
The Shelter Technical Assistant will supervise daily works and construction sites, assist with the implementation of the shelter portfolio, and prepare technical drawings, BoQs, and cost estimations.
Tasks Summary
- Supervision of Daily Works and construction sites.
- Assist with the implementation of the shelter portfolio according to the plan of action.
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents in both hard and soft copies.
- Prepare Technical drawings, BoQs, and cost estimations.
- Conduct needs assessments, focus group discussions, community meetings, and other community mobilization activities.
- Explain to the beneficiaries and stakeholders the project implementation methodology, BoQs, designs, scope of work, selection criteria, best use practices for materials, and any other related beneficiary project documents.
- Carry out regular follow-up visits with selected project beneficiaries during and post-project implementation.
- Preparation of daily/weekly progress reports, instructions to contractors, variance orders.
- Produce site-level BoQs and BoQ amendments, Scope of Work following NRC Technical minimum standards.
- Document the existing condition of the site/unit.
- Technical oversight of site construction and other Engineering activities.
- Responsible for ensuring that the safety of beneficiaries and workers is maintained throughout project implementation and that proper measures are taken to ensure safety concerns are immediately rectified.
- Respond to any project beneficiary information requests and complaints as directed by the Project Coordinator and the MEL unit.
- Report on the daily activities of Incentive labour and complete documentation regarding attendance and performance.
- Participate in activities at distribution sites, including registration of recipient households, verification of IDs, and signing of distribution lists by beneficiaries.
- Conduct household-level MEL activities and develop success stories from project implementation.
- Perform any other task relevant to the position as requested by the Project Technical officers and/or the Project Coordinator.
Experience Requirements
- Experience working as a Shelter Assistant (or Equivalent) in a humanitarian/recovery context
- Previous experience working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Basic knowledge in developing and following through on community mobilization and technical implementation of construction projects.
- Experience in overseeing site/unit-level construction activities
- Basic knowledge of documenting the progress of construction-related shelter activities
- Experience in monitoring construction activities/contractors.
- Experience in working at distribution sites
- Experience in conducting needs/vulnerability assessments and previous participation in beneficiary selection processes.
- Experience in working with vulnerable households in urban settings with an NGO, charity, or similar organization.
- Experience in filing out BoQs and Scope of Work documentation
- Proven experience in performing assigned tasks in an efficient and effective manner
- Experience in field-level coordination with community stakeholders and local government officials, and Basic experience in coordinating the technical aspects of implementation activities carried out by Daily/Incentive labour teams
- Local knowledge of areas of implementation and local building practices
Qualification Requirements
- Bachelor's degree in one of the Engineering Majors (civil, structural, water etc.), or equivalent experience.
- Social work, construction, or similar background.
