Principal Evaluator for Terminal Evaluation of the UNEP/GEF project Ecosystem-Based Adaptation for Rural Resilience in Tanzania (GEF ID 5695)

Overview

The Principal Evaluator will be responsible for the overall management of the Terminal Evaluation of the UNEP/GEF project Ecosystem-Based Adaptation for Rural Resilience in Tanzania, assessing project performance and determining outcomes and impacts.

Tasks Summary

• Conduct preliminary desk review and introductory interviews.
• Draft the reconstructed Theory of Change of the project.
• Prepare the evaluation framework and protocols.
• Plan the evaluation schedule.
• Prepare the Inception Report.
• Conduct further desk review and in-depth interviews.
• Conduct an evaluation mission to selected project sites (where appropriate).
• Report back to the Evaluation Manager on progress.
• Draft the Main Evaluation Report.
• Finalize the Main Evaluation Report.
• Prepare a Response to Comments annex.
• Prepare an Evaluation Brief (where agreed).
• Maintain a positive relationship with evaluation stakeholders.

Experience Requirements

• A minimum of seven (7) years of experience of technical / evaluation experience.
• Preferably including evaluating large, regional or global programmes.
• Preferably using a Theory of Change approach.

Qualification Requirements

• Advanced university degree (Master's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area is required.
• A first level university degree (Bachelor's degree or equivalent) in the same areas in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.

Other Details

Languages Required: • Fluency in English is required.

Languages Preferred: • A good/broad understanding of sustainable land management and landscape restoration is desirable. • Knowledge of the UN system and specifically the work of UNEP is desirable. • Knowledge of Kiswahili is desirable.
