Overview

The Evaluation Specialist will conduct a terminal evaluation of the UNEP/GEF project Ecosystem-Based Adaptation for Rural Resilience in Tanzania. The role assesses project performance, outcomes, and impacts to provide evidence for accountability and promote operational improvement and learning.

Tasks Summary
  • Conduct preliminary desk review and introductory interviews.
  • Draft the reconstructed Theory of Change of the project.
  • Prepare the evaluation framework.
  • Develop desk review and interview protocols.
  • Draft survey protocols (if relevant).
  • Develop and present criteria for country and/or site selection.
  • Plan the evaluation schedule.
  • Prepare the Inception Report.
  • Conduct further desk review and in-depth interviews.
  • Conduct evaluation mission to selected project sites (where appropriate).
  • Regularly report back to the Evaluation Manager on progress.
  • Keep the Project/Task Manager informed of evaluation progress.
  • Draft the Main Evaluation Report.
  • Liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report.
  • Prepare a Response to Comments annex.
  • Prepare an Evaluation Brief (2-page summary).
  • Maintain a positive relationship with evaluation stakeholders.
  • Communicate in a timely manner with the Evaluation Manager.
  • Undertake field visits and interviews with local stakeholders.
  • Responsible for translation of the final Executive Summary of the report in Kiswahili.
Experience Requirements
  • A minimum of seven (7) years of professional experience in sustainable land management and landscape restoration is required.
  • Knowledge of the UN system and specifically the work of UNEP is desirable.
Qualification Requirements
  • Advanced university degree (Master's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area is required.
  • A first level university degree (Bachelor's degree or equivalent) in the same areas in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.

Languages Required: • Fluency in English and in Kiswahili is required.
