Principal Evaluator for Interim Evaluation of the UNEP Project “Saudi Arabia Environment Sustainability Programme” (SMA ID 43366)

Overview

The Principal Evaluator will manage the interim evaluation of the UNEP Project “Saudi Arabia Environment Sustainability Programme”, assessing project performance and identifying lessons learned.

Tasks Summary

• Manage the evaluation process, including inception, data collection, analysis, and reporting.
• Draft the reconstructed Theory of Change, evaluation framework, and protocols.
• Conduct desk reviews and in-depth interviews with stakeholders.
• Prepare the Inception Report, Draft Evaluation Report, and Final Evaluation Report.
• Prepare an Evaluation Brief if agreed.
• Maintain positive relationships with evaluation stakeholders.

Experience Requirements

• A minimum of ten (10) years of technical / evaluation experience.
• Preferably including evaluating large, regional or global programmes.
• Preferably using a Theory of Change approach.

Qualification Requirements

• Advanced university degree (Master's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area is required.
• A first level university degree (Bachelor's degree or equivalent) in the same areas in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.

Other Details

Languages Required: • Fluency in English is required.

Languages Preferred: • Knowledge of Arabic is desirable. • A good/broad understanding of integrated environmental management and policy development is desirable. • Knowledge of the UN system and specifically the work of UNEP is desirable.
