Overview

To support and facilitate the Technology Needs Assessment (TNA) process for climate change mitigation in the Energy Generation and Building and Housing sectors in Mongolia.

Tasks Summary
  • Organising consultative stakeholder meetings and workshops.
  • Identification and prioritization of technologies for the Energy Generation sector and Building and Housing sectors.
  • Leading the process of analysing how prioritised technologies can be implemented and how implementation circumstances could be improved.
  • Prepare and finalize the TNA, BA&EF and TAP reports, with project ideas and policy briefs.
  • Prepare working papers and other TNA-related documents.
  • Provision of any other inputs relevant to the TNA process.
  • Review national documents including the NDC, sectoral policies, National Communications and previous TNAs.
  • Facilitate sectoral working groups composed of technical experts and practitioners.
  • Conduct a participatory process to identify relevant mitigation technologies.
  • Apply a multi-criteria analysis (MCA) to prioritize technologies.
  • Document the prioritization methodology and stakeholder engagement process.
  • Present the results of the multi-criteria analysis and technology ranking.
  • Draft the TNA report following the outline provided by the UNEP Copenhagen Climate Centre (UCCC).
  • Facilitate validation workshops with the TNA team and Steering Committee and revise the report accordingly.
  • Analyze market conditions for each of the prioritized technologies.
  • Identify financial, regulatory, technical, institutional and market barriers affecting development, deployment and diffusion.
  • Propose measures to overcome identified barriers and develop enabling framework recommendations.
  • Draft and validate the BA&EF report.
  • Develop Technology Action Plans for the deployment and diffusion of prioritized technologies.
  • Define specific actions, responsible institutions, timelines and funding sources.
  • Develop project and programme concept notes based on the prioritized technologies.
  • Facilitate stakeholder consultations and finalize the TAP report.
  • Prepare one policy brief for each technology included in the TAP.
  • Summarize key policy actions, investment needs and implementation pathways.
  • Support dissemination of the briefs and present findings at the national TNA dissemination and donor engagement event.
Experience Requirements
  • Minimum of 7 years of relevant experience with Bachelors degree or minimum of 5 years of relevant work experience required with masters degree.
  • At least 5 years of work experience in the climate change mitigation sector or related fields, preferably in Mongolia.
  • At least 5 years practical experience in relevant fields, including research analysis and project management.
  • Experience in an international agency or organization is desirable, preferably in Mongolia.
Qualification Requirements

• Postgraduate degree in environmental management or other climate-related fields.
