Overview

To support and facilitate the Technology assessment process as part of the NDC PAF project in Georgia, a national contractor is being recruited for the execution of activities in relation to climate change mitigation in the Agriculture sector.

Tasks Summary
  • A Technology Needs Assessment (TNA) report consisting of three chapters: Chapter 1) Situation Analysis and Fact Sheet for 2 technologies in the Agriculture sector, Chapter 2) A Barrier Analysis and Enabling Framework (BA&EF) on existing barriers and enabling framework to facilitate the deployment and diffusion of technologies. Chapter 3) A Technology Action Plan (TAP), specifying activities and enabling frameworks, actors to take them forward, budget and timeline.
  • One policy brief per technology taken to the TAP in the format agreed for the project with UNEP Copenhagen Climate Centre.
  • Identifying and establishing links with relevant stakeholders who will provide input to and validation of the technology assessment process.
  • Collecting, analyzing and synthesizing information and data including undertaking of assessment in terms of market penetration, market potential, policy/regulatory/innovation system support, and institutional capacity.
  • Organising consultative stakeholder interviews, meetings and validation sessions (at least one sector specific working session).
  • Facilitate a co-creation process to incorporate input from stakeholders on technology specific barriers, measures and in the development of a policy relevant action plan that can support technology implementation in the country.
  • Prepare and finalize the TNA report synthesizing result from the analysis and co-creation process.
  • Conduct a detailed and consultative Barrier and Enabling Framework analysis of two selected technologies in the Agriculture sector to identify barriers hindering its acquisition, deployment, and diffusion and to identify measures to overcome them while meeting Georgia's national sustainable development goals and priorities.
  • To develop, in consultation with key national stakeholders, Technology Action Plans specifying activities and enabling frameworks to overcome the barriers and facilitate the transfer, adoption and diffusion of selected technologies (2 technologies in the Agriculture sector) and develop one policy brief per technology summarizing the policy relevant actions within the Technology Action Plans.
  • Map stakeholders and prepare detailed work plan and sector specific stakeholder list.
  • Conduct background research Prepare introductory chapter with a sector and technology specific Situation analysis. Review of existing documents and data gathering via stakeholder consultations.
  • Conduct a barrier and enabling frameworks analysis for the deployment and diffusion of 2 selected technologies in the Agriculture sector (BA&EF report) with stakeholder input. The expert will conduct: Analysis of the market for the technologies and barriers for development, deployment and diffusion of 2 technologies in the Agriculture sector. Identify measures to overcome barriers Propose enabling frameworks to overcome barriers Engage stakeholders via expert interviews and one co-creation session.
Experience Requirements
  • Minimum of 7 years of relevant work experience with Bachelors degree and minimum of 5 years of relevant work experience with Master’s degree.
  • At least 5 years of work experience in the Agriculture sector or related fields, preferably in Georgia.
  • At least 5 years practical experience in relevant fields, including research analysis, stakeholder engagement and project management.
  • Experience in an international agency or organization is desirable, preferably in Georgia.
Qualification Requirements

• Postgraduate degree in environmental management or other climate-related fields.

Other Details

Languages Required: • Fluency in written and spoken English is required.

Languages Preferred: • Georgian language skills are an asset.

Contract Duration: 7 months
