Overview

The Programme Associate (M&E Outcome Monitoring) will support field office teams in planning, coordinating, implementing, and reporting outcome monitoring for all CSP Activities and programmes. The role requires independence and sound judgment in addressing operational challenges.

Tasks Summary
  • Ensure compliance with minimum monitoring requirements, including design and implementation of baselines, follow-up, and endlines for outcome and cross-cutting indicators.
  • Provide technical support to field office teams on sampling methodologies, budgeting, and planning of outcome monitoring exercises.
  • Develop and deliver Training of Trainers (ToT) and standardized tools for field office teams to conduct enumerator training.
  • Provide technical guidance and standardized tools for first-level data quality assurance and independently conduct second-level data quality assurance.
  • Provide training and ongoing guidance on field supervision methodologies to ensure data quality.
  • Conduct quantitative and qualitative data analysis of outcome monitoring data.
  • Support findings dissemination by conducting technical reviews of monitoring reports and providing guidance for dissemination.
  • Support field office teams in drafting actionable recommendations from monitoring findings and follow up on agreed actions.
  • Ensure accurate and timely reflection of indicator values in WFP’s online monitoring and reporting tool.
  • Provide technical inputs to the design and review of the Country Strategic Plan package.
  • Provide technical inputs to donor proposals and reports, and corporate reporting processes.
  • Triangulate outcome monitoring results with Complaints and Feedback Mechanism (CFM) data.
  • Provide technical support to process and output monitoring activities and contribute to evaluations.
  • Prepare a range of reports and data analysis, highlighting trends/issues.
  • Ensure accurate, timely recording of data and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to support collaboration, implementation, and monitoring.
  • Coordinate and communicate with local partners, agencies, NGOs, and government institutions.
  • Support capacity building of WFP staff, cooperating partners, and national government.
  • Act as a point of contact for resolution of operational queries and problems.
  • Oversee and/or review the work of other support staff.
  • Follow standard emergency preparedness practices.
Experience Requirements
  • Six or more years of progressively responsible work experience in the relative business stream.
  • Has worked with technical teams (i.e. VAM, M&E, etc.).
  • Has contributed to implementation and/or monitoring of programmes (i.e. nutrition, emergency preparedness and response, disaster risk financing, shock responsive social protection, climate resilience, livelihoods and asset creation, school-based programmes, etc).
  • Has provided inputs to policy discussions.
  • Has experience collecting programme process, output and/or outcome data, conducting robust quantitative and qualitative analyses, and reporting findings to key internal and external stakeholders.
  • Has experience using monitoring and evaluation systems and standards.
  • Has experience building and maintaining relations with external stakeholder, such as local NGOs, Government authorities, Third-Party Monitors, and other implementation partners.
  • Has experience in building field staff capacity.
Qualification Requirements
  • Completion of secondary school education.
  • A post-secondary certificate in the related functional area is desirable.
  • A university degree is a plus.
Other Details

Languages Required: Fluency in both oral and written communication in Portuguese and English.

Languages Preferred: Knowledge of Mozambican local languages is desirable.
