Overview

To provide specialized support and technical analyses to policy and program activities that effectively meet food assistance needs, focusing on M&E capacity strengthening and evaluations.

Tasks Summary
  • Support government counterparts in developing monitoring frameworks, indicators, and tools.
  • Plan, track, and report output indicators in WFP’s online monitoring and reporting tool.
  • Monitor and report WFP country capacity strengthening activities.
  • Ensure timely monthly reporting of beneficiaries reached under capacity strengthening activities.
  • Design and deliver Training of Trainers (ToT) for field office teams.
  • Coordinate mid-term reviews and decentralized evaluations.
  • Support HQ’s Office of Evaluation (OEV) in planning and implementing centralized evaluations.
  • Track and follow up on open recommendations through WFP’s Risk and Recommendation Tracking Tool (R2 system).
  • Provide technical support to donor proposal development and reporting.
  • Provide technical inputs to the design and review of the Country Strategic Plan package.
  • Provide technical support to outcome and process monitoring activities.
Experience Requirements
  • Six or more years of progressively responsible work experience in the relative business stream.
  • Has worked with technical teams (i.e. VAM, M&E, etc.).
  • Has contributed to implementation and/or monitoring of programs (i.e. nutrition, emergency preparedness and response, disaster risk financing, shock responsive social protection, climate resilience, livelihoods and asset creation, school-based programmes, etc).
  • Has provided input to policy discussions.
  • Has experience collecting programme process, output and/or outcome data, conducting quantitative and qualitative analyses, and reporting findings.
  • Has experience using monitoring and evaluation systems and standards.
  • Has contributed to mid-term reviews and/or thematic evaluations.
  • Has experience building and maintaining relations with external stakeholders.
  • Has experience in building field staff capacity.
Qualification Requirements
  • Completion of secondary school education.
  • A post-secondary certificate in the related functional area is desirable.
  • A university degree is a plus.
Other Details

Languages Required: Fluency in both oral and written communication in Portuguese and English.

Languages Preferred: Knowledge of Mozambican local languages is desirable.
