Overview

The Programme Support Officer (PSU) will support the IOM Chad Country Office's resource mobilisation and external liaison functions through project development and donor reporting, and will assist in internal coordination and developing strategies.

Tasks Summary
  • Provide technical support and contribute to the conceptualisation, design, and development of new programmes/projects.
  • Support donor contract management through coordinating administrative and financial aspects.
  • Contribute to the consolidation and analysing of data on programme implementation and indicators to draft progress reports.
  • Research potential and realistic funding opportunities among government and non-government donors.
  • Support with country office briefings and presentations, talking points and transversal analysis.
  • Assist in the overall integration of MEAL outputs in existing and new projects.
  • Assist in coordinating the compilation of reports and papers on IOM strategic approaches and priorities.
  • Provide general administrative and technical support in preparation and organization of conferences, meetings, and trainings.
  • Support Programmes Coordinator (PSU) in providing strategic guidance to the CoM.
  • Keep accurate and pertinent records of all correspondence, project development and reporting files.
  • Review resource requirements, document programmatic needs, gaps and opportunities.
  • Assist in developing reporting, information-sharing and communication templates, protocols, and tools.
  • Support the strengthening of the overall coordination of monitoring and evaluation within the mission.
  • Draft visibility and other resource mobilization materials and organize donor briefings and visits.
  • Provide support to the mission in establishing and maintaining strong partnerships.
  • Monitor project deadlines, financial and narrative reporting requirements.
  • Perform such other duties as may be assigned.
Experience Requirements
  • Two years of relevant professional experience with a Master’s degree; or four years of relevant professional experience with a University degree.
  • Previous experience working in an international organization and knowledge of the UN is essential.
  • Previous experience with and knowledge of foreign government funding mechanisms is essential.
  • Previous work in relevant issues such as migration, livelihoods and job creation strategies, displacement and stabilisation across the region of Central and West Africa is essential.
  • Experience in project development, reporting, fundraising and donor relations, and/or project monitoring and evaluation required.
Qualification Requirements
  • Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies or a related field from an accredited academic institution; or University degree in the above fields.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
Other Details

Languages Required: Fluency in English and French is required (oral and written).

Languages Preferred: Working knowledge of a local language and/or another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
