Overview
This National Professional (NOB) position is for a Programme Analyst in Supply Chain Management based in Dili, Timor-Leste. The incumbent will lead the strategic oversight of the Sexual and Reproductive Health (SRH) supply chain to ensure Commodity Security by strengthening national systems.
Tasks Summary
- Improve the mLMIS system in collaboration with the Government and other development partners.
- Contribute to capacity building of MOH and relevant institutions for building an effective supply chain management system.
- Provide technical assistance in capacity building for forecasting/quantification and development of national supply plan.
- Facilitate the Country Office in implementing all components of the Last Mile Assurance (LMA) process.
- Safeguarding, management and use of the supplies.
- Support the development of the Health System Strengthening (HSS) Application.
- Provide technical leadership for creating an enabling policy environment for increased and sustainable domestic financing for RH/FP programmes.
- Coordinate CO efforts to generate evidence on SRH/FP investment cases.
- Develop and implement advocacy strategy/action plan.
- Support the Government to procure SRH/FP commodities through UNFPA’s Third Party Procurement modality.
- Support the CO in advocating with the Government for making national commitment to advancing FP and joining FP2030 partnership.
- Provide technical advice to the Government for competency-based provider training curricula.
- Develop evidence-based advocacy briefs highlighting the health, rights, and economic benefits of an expanded method mix.
- Ensure that the new family planning guidelines and FP training packages integrate the right-based FP approach and promote method-mix.
Experience Requirements
- A minimum of 2 years of relevant professional experience, including experience of managing partnerships and/or coordination at the national level.
- Minimum of two years of substantive experience in health commodity quantification, forecasting, supply management, commodity security, warehousing, distribution, logistics information systems.
- Demonstrated experience and successful track record in public health SCM strategy and network design creation and implementation.
- Experience providing technical support on public health SCM in development and humanitarian environments.
- Experience in developing analytical tools for management reporting and performance metrics in supply chain.
- Understanding and knowledge of the principles and operational aspects of integrated SRH health care
- Demonstrated experience in Results-Based Management (RBM) and monitoring and evaluation (M&E) tools and methodologies.
- Strong interpersonal skills and capability to develop and maintain diversified partnerships.
- Familiarity with UN agencies procurement and supply chain management policies, and guidelines is an asset.
Qualification Requirements
Advanced degree in Public Health, Medicine, Pharmacy, Social Science, Public Management, or related field.
