Overview

Serves as a strategic bridge between humanitarian operations and the political, legal, and policy environment in the Philippines and the wider region. Responsible for analyzing conflict dynamics, humanitarian trends, and stakeholder positions; advising senior management on humanitarian diplomacy, protection concerns, and access; and supporting dialogue with government authorities, civil society, and international partners.

Tasks Summary
  • Advise management on the political situation and on specific groups, actors, etc.
  • Develops and maintain contacts with authorities or other external interlocutor at various level independently.
  • Maintains/Leads ASEAN, Humanitarian Diplomacy and Policy files.
  • Participates in the situation analysis and advises in decision making process of the delegation.
  • Monitors political, economic and other developments in the Philippines, identifies issues of relevance for the ICRC and advises the delegation accordingly.
  • Drafts independent analytical reports pertaining to the political environment and evolutions within the context of the Philippines.
  • Analyses the political landscape and elaborates independent profiles of key decision makers for follow-up.
  • Follows up on multilateral developments and advises the delegation accordingly and writes reports as needed.
  • Follows up on Humanitarian Diplomacy and Policy issues and advises the delegation on such matters accordingly and writes reports as needed.
  • Contributes to coordination of Prevention activities in line with the ICRC mandate under the Geneva Conventions and Additional Protocols.
Experience Requirements
  • 6-9 years of progressively responsible experience in humanitarian action or political affairs.
  • Field experience in disaster-prone or conflict-affected areas in the Philippines or Southeast Asia is an asset.
  • Experience working with UN agencies, humanitarian organizations, or donor organizations is an advantage.
  • Proven experience in cultivating networks and influencing others.
  • Solid understanding of national/regional relations and their interplay with humanitarian affairs.
  • Knowledge of multilateral organizations/fora/agencies and platforms.
  • Strong knowledge of humanitarian principles, international humanitarian law, and protection frameworks.
Qualification Requirements
  • Bachelor’s degree in International Relations, Law, Political Science, Development Studies, Social Work, or related field.
  • Master’s degree in Humanitarian Affairs, International Humanitarian Law, Disaster Risk Management, or Development Studies is an asset.
