Overview
The FAS Delegate in Paris contributes to developing and implementing strategies and operational dialogue with arms carriers across several European countries. The role focuses on acceptance of the ICRC’s mandate, promotion of international humanitarian law, and protection objectives.
Tasks Summary
- Contributes to analyzing the political, humanitarian, and security environment.
- Identifies humanitarian needs and defines priorities and strategies for operational programs and prevention activities.
- Identifies and develops a sustainable Actors of Influence network.
- Builds understanding and acceptance of the ICRC’s role and working modalities at senior level.
- Participates in the delegation’s prevention and protection efforts.
- Contributes to the delegation’s annual planning, quarterly reviews, and reporting.
- Is responsible for monitoring the budget allocated to his department.
- Is in charge of safety and security matters for the Paris Regional Delegation.
- Promotes a conducive and participative working environment.
Experience Requirements
- Graduated from a military academy as an officer; or equivalent.
- Served a substantial amount of time in the armed forces, attained a rank of senior officer or higher, and/or attended a senior staff college, and/or held a significant command or staff appointment, and/or has military experience including operational deployments/combat experience.
- Significant (8–10 years) ICRC experience gained in operational or humanitarian delegations, including substantial interaction with military and security forces.
