Overview

The M&E Officer is responsible for the regular preparation, consolidation, and circulation of data collection, compilation, and analysis reports for all emergency health activities. This role contributes to the analysis of the health situation and supports the design of health care interventions.

Tasks Summary
  • Manage the transition of IRC’s Lashio health management information system (HMIS) from a paper-driven system to a digital system.
  • Manage all HMIS databases, ensuring they are updated, cleaned, and confidentiality is protected.
  • Coordinate HMIS data entry and reporting for various health activities.
  • Aggregate data into consolidated monthly HMIS databases and share them.
  • Improve data presentation through dashboards.
  • Revise and upgrade data collection tools and methodologies.
  • Verify HMIS reports and share them with program teams.
  • Perform sustained monitoring of health indicators and trend analysis.
  • Analyze health data and inform relevant staff about health trends.
  • Perform data quality assurance reviews with partners.
  • Act as a disease surveillance monitor.
  • Build disease surveillance monitoring tools.
  • Collect, compile, and analyze weekly epidemiological reports.
  • Update the epidemiological profile and follow up on infectious disease trends.
  • Support the delivery of feedback for timely actions.
  • Detect suspected outbreaks or clusters of diseases and inform immediately.
  • Train key staff on the use of relevant HMIS tools.
  • Assist in revising data collection and HIS specific training schemes.
  • Support the conduct of specific training on epidemiology and HIS.
  • Support the conduct of any relevant training for partners.
  • Provide timely HMIS reports.
  • Extract and send specific HIS reports to other shareholders.
  • Provide presentations of the health situation during coordination meetings.
  • Ensure regular dissemination of outbreak response bulletins.
  • Fill out the monthly Program Indicator Dashboard (PID).
  • Contribute to donor report writing.
  • Report on any changes in locations targeted for each project.
  • Support the conduct of rapid needs assessments.
  • Lead the conduct of relevant assessments and evaluations.
Experience Requirements

Experience in an INGO/LNGO in a similar position asset.

Qualification Requirements

B.Comm.H / B.NSc / M.B.B.S degree with Public Health experience of at least 1 year’s working.
