Overview
The Environmental and Social Safeguarding Officer (ESSO) is responsible for supporting the management of environmental and social safeguarding risks and impacts of project activities, ensuring compliance with World Bank requirements and project frameworks.
Tasks Summary
- Conduct initial ESS screening and collect environmental and social information.
- Contribute to preparing site-specific Environmental and Social Management Plans (ESMPs).
- Conduct site/field monitoring for compliance with policies, WB ESS requirements, ESMF, and ESMPs.
- Conduct regular site visits, including inspections and spot checks.
- Implement joint Stakeholders Engagement Plan (SEP) and Gender Based Violence (GBV) Action Plan at field level.
- Conduct ESS training and awareness for project workers and stakeholders.
- Ensure documentation of ESS site activities, including monitoring outcomes, accidents/incidents, and complaints.
- Conduct investigations for ESS accidents/incidents.
- Prepare monthly site reports summarizing compliance, noncompliance, and implementation progress.
- Ensure compliance with project ESMF regarding risk assessment, management, health and safety, stakeholder engagement, gender equality, GBV, and grievance reporting.
- Carry out stakeholders’ engagement process with project affected parties.
- Carry out risk assessment and analysis of work activities to provide mitigation measures.
- Determine efficiency of safeguarding procedures and identify noncompliance areas.
- Deliver refresher training and ES safeguarding inductions.
- Provide orientation and training to project teams on ESMF and ESMP.
- Raise awareness of staff, project workers, and beneficiaries for SCI grievance mechanism.
- Prepare monthly safeguarding field reports.
- Coordinate with SCI Safeguarding, MEAL, and Compliance focal points.
- Document E&S safeguard field records.
- Follow up on third-party monitoring (TPM) findings and response.
- Report and investigate safeguarding and fraud accidents and cases.
- Record and report stakeholders and beneficiaries’ complaints/feedback.
- Ensure compliance with PSEA/Child Safeguarding systems and deliver training programs.
- Issue visibility materials related to safeguarding and FRM.
- Review Child Safeguarding Policy implementation and implement Compliance Action Plan.
- Ensure safeguarding mechanisms are in place and monitored.
- Integrate safeguarding approaches into all aspects of work.
- Ensure safeguarding concerns are reported effectively and followed up.
- Support staff to identify and mitigate potential risks in programming activities.
- Ensure new recruits have Safeguarding Policy induction.
Experience Requirements
- At least 3 years of relevant professional experience implementing education programming with INGOs.
- Experience in projects funded by the World Bank.
- Applied experience in Environmental & Social risk management.
- Working experience with international organisations and/or similar projects for at least 2 years.
- Ability to work well with a range of stakeholders.
- Cross-cultural experience, understanding and sensitivity.
Qualification Requirements
• Bachelor degree in environmental science, social science, or equivalent.
