Overview

The Finance and Compliance Coordinator will provide financial and technical support for proposal development, ensuring accuracy, compliance, and alignment with donor requirements. The role will also be responsible for maintaining financial data, supporting project setup, and ensuring timely financial reporting.

Tasks Summary
  • Reinforce financial management and control procedures in compliance with DRC, consortium, and donor guidelines.
  • Lead Budget Follow Up meetings for consortium budgeting and spending.
  • Ensure availability of support services formats and understanding of donor requirements across the consortium.
  • Track and coordinate follow-up actions internally and externally.
  • Maintain continuity of work operations by documenting and communicating actions to management.
  • Support and lead timely delivery of quality financial and internal reports.
  • Consolidate financial and support services data and provide monthly financial briefings.
  • Build rapport and lead the Operations Working Group, recommending remedial actions on financial and support services issues.
  • Initiate consortium partners’ instalments, settlements, and reports, maintaining bookkeeping in DRC ERP system.
  • Develop and maintain knowledge of donor and government policies, supporting consortium teams for compliance.
  • Monitor compliance aspects of implementation through spot checks and verification visits.
  • Work with consortium members to establish efficiency in resource sharing and document this in reports.
  • Contribute to and lead the preparation for local audits.
  • Provide expert advice and support for operational quality and compliance.
  • Support and evaluate areas of compliance risk, recommending corrective actions.
  • Work with consortium members and DRC teams to ensure monitoring of risk mitigation and improvement plans.
  • Review and ensure compliance of project agreements, including sub-grant agreements.
  • Maintain an updated consortium calendar and support in organizing consortium meetings.
  • Ensure all required documentation for financial audits in cooperation with consortium members.
  • Ensure timely reporting and disbursement of funds for all consortium members.
  • Input into capacity assessment tools related to support systems.
  • Support partner OCA/OCD processes.
  • Manage relations with NGOs and other collaborators across the consortium.
  • Establish and maintain productive links between the consortium and DRC teams.
  • Monitor and develop accountability initiatives, documenting impact and lessons learned.
  • Ensure compliance with internal and external reporting requirements.
  • Provide input for monthly, quarterly, and annual donor reports.
  • Contribute to the improvement of partnership practices.
  • Provide on-the-job training as required.
  • Carry out other tasks as assigned by the Chief of Party.
Experience Requirements
  • Minimum 5 years of international practical experience in financial management is required.
  • Proven experience in managing large budgets is required.
  • Additional experience managing other support services in the field [Logs/supply chain, HR and admin] is required.
  • Proven experience managing risks and compliance issues.
  • Competence in providing technical guidance and training.
  • Proven experience in working with national partners, local/government authorities.
  • Working experience with relevant donors’ guidelines such as US-funding (USAID, BHA).
  • Experience with using ERP systems and ability to understand their architecture.
Qualification Requirements
  • Degree in finance, accounting, economics, international development, logistics, Business Administration or other relevant field experience is an asset.
  • Proficiency with Microsoft Office applications including Word, Excel, and PowerPoint.
