Overview

The Monitoring Evaluation and Learning Officer is responsible for ensuring the quality and monitoring of projects through the implementation of monitoring systems. The role ensures the reliability of collected data by controlling tools, indicators, and MEAL methodologies, and conducts regular field verification.

Tasks Summary
  • Examine information from monitoring and verification activities to ensure it accurately reflects project reality and document any discrepancies.
  • Verify correct use of data collection tools and adherence to MEAL methodologies and internal/donor procedures.
  • Supervise data collection for MEAL exercises, focusing on quality and protocol adherence.
  • Conduct regular field monitoring and quality control visits to verify data collection practices and build capacity.
  • Identify and document errors, inconsistencies, or biases in data collection and report them to the MEAL Coordinator.
  • Continuously track outcome indicators by collecting, consolidating, and analyzing performance data.
  • Ensure traceability of results and indicators by documenting data sources, tools, and collection conditions.
  • Collect regular Outcome data in the assigned area according to M&E Matrix frequencies.
  • Ensure adherence to NRC policies, manuals, and guidelines.
Experience Requirements
  • Minimum 2 years of professional experience in project support, ideally in MEAL, for an NGO or research institution.
  • Experience in organizing and collecting data.
  • Experience using data entry, processing, and analysis software, and reporting.
  • Proven experience in managing and implementing databases for MEAL processes.
  • Mandatory experience with EXCEL (advanced level).
  • Experience with mobile data collection applications (ODK, Kobo collect), including digitizing questionnaires with XLS Forms language.
Qualification Requirements

• University degree (Bacc+3) in social sciences, statistics, economics, computer science, demography, or any related field.

Other Details

Languages Required: • Excellent oral and written communication skills in French. • Proficiency in at least one local language, specifically (Alur, Lendu, Swahili or Lingala).

Languages Preferred: • Knowledge of English is an asset.
